Job Description

 
JOB REQUIREMENTS: The Construction Cost Estimator works within the
Directorate of Public Works (DPW) Work Control Center creating scopes of
work, requests for proposal, joint scoping agreements, and independent
government cost estimates in support of Job Order Contracts (JOC).
Duties and Responsibilities: Collects data and prepares scopes of work,
designs, specifications, requests for proposal, and joint scoping
agreements. Analyzes design documents to determine the scope and content
of projects at various stages, including conceptual descriptions,
reports, design-build requirements, intermittent submittals, and bid and
contract specifications. Assists with the development of independent
government cost estimates using computer-aided estimating software.
Prepares or marks-up layouts and drawings to be used by Contractors in
the bidding process. Reviews preexisting projects and designs for
warranties, overlap, or redundancies. Works in coordination with the
88th RD\'s Environmental Division to communicate site environmental
hazards and compliance requirements to JOC Contractors. Completes
peer-review scopes and cost estimates for accuracy and completeness.
Performs other job duties as needed. Qualifications: Must have an
Associate degree in engineering, engineering technology, architecture,
construction management, or a related field -OR- a minimum of five years
of relevant experience in construction, engineering, or engineering
technology. Must possess ability to develop/write technical
specifications such as scopes of work for construction projects; develop
new and/or revise existing content as necessary and on-time. Working
experience with 4-Clicks estimate software to prepare project
documentation and FEMS (IBM Maximo) to track projects is highly desired.
Prior Federal government experience is preferred. Must be a U.S citizen.
Must pass a Background Check and Pre-employment Drug Screening. Must
have reliable transportation to/from the worksite. Must have a broad
knowledge of Microsoft Office Suite and Adobe Acrobat PHYSICAL
REQUIREMENTS AND ENVIRONMENTAL CONDITIONS Work may involve sitting or
standing for extended periods of time. Position requires typing and
reading from a computer screen. Must have sufficient mobility to include
but not limited to walking, standing, bending, reaching, turning,
kneeling, or crouching to complete daily duties in a timely and
efficient manner. There is a possibility that due to parking
availability and location of work, walking moderate to long distances
may be required. Must be able to lift, move, and transport items
occasionally up to 10 pounds. Work is generally conducted in an inside
environment, but may also involve some outside work, depending on the
task. The inside environment may be in an office or cubicle with close
quarters, with low to moderate noise, and bright or dim lighting.
Outside work may include various environmental conditions including hot
and cold climates. The noise level in the work environment and job sites
can be loud.

possess an inquisitive mind. Candidate must be proficient at conducting
research and comprehending documents such as construction drawings,
operating and maintenance instructions, and procedure manuals. Working
experience with 4-Clicks estimate software to prepare project
documentation and FEMS (IBM Maximo) to track projects is highly desired.
Prior Federal government experience is preferred. Must be a U.S citizen.
Must pass a Background Check and Pre-employment Drug Screening. Must
have reliable transportation to/from the worksite. Must have a broad

to work independently with little to no supervision. Must have
experience managing service provider/client relationships. Must have the
ability to multi-task, manage time effectively, and prioritize work.
Must be highly organized and have strong attention to detail. Must be
able to read, write, speak, and understand the English language
