Minimum Qualifications

MINIMUM QUALIFICATIONS:
Seven years of experience in information technology or administrative services; OR

Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR

An associate's degree in information technology plus five years of experience in information technology or administrative services; OR

A bachelor’s degree plus five years of experience in information technology or administrative services; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR

A master’s degree plus four years of experience in information technology or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

This is a full-time, on-site position located in the Greater Baton Rouge area.

The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

This position leads the Statewide Data Analytics (SDA) section within the Office of Technology Services (OTS), focusing on the strategic implementation, adoption, and support of sophisticated data analytics technologies to serve the executive branch agencies. This position requires a leader with a deep understanding of data analytics, technology management, and public sector operations, capable of steering a dynamic team towards achieving significant, data-driven outcomes for state governance.

Leads and Manages Data Analytics: Directs a comprehensive suite of data analytics services tailored to enhance the technological capabilities of state agencies. This involves overseeing the integration of software and systems to solve complex data-related challenges. Leads the planning and execution of major conversion and implementation projects with statewide impact, ensuring scalability and efficiency in data solutions. Ensures service delivery model aligns with statewide initiatives and provides secure access to essential sources of data.

Operational Coordination: Coordinates with the division administrator and executive management to define section priorities for delivering services to customer agencies, which includes planning for the selection, procurement, implementation, and delivery of information technology resources and services. Engages with State Agency leaders to explore the adoption of data visualization and analytics solutions that enhance decision-making processes. Manages day-to-day operations of the SDA unit, coordinating with team leads to report on project statuses and operational metrics to upper management. Ensures team members adhere to OTS policies and procedures. Actively contributes to policy updates or new procedures to optimize operational performance.

Contract Management: Oversees contractor performance within the analytics team, managing work assignments, ensuring timely and quality delivery of services, and coordinating with vendors for resource adjustments when necessary.

Cost Recovery Analysis: Conducts detailed cost analysis for data analytics services to determine accurate and fair pricing models. This includes evaluating expenses related to data storage, processing, software licenses, and personnel.

Cost Allocation to State Agencies: Implements methodologies to allocate the costs of data analytics services to various state agencies based on usage, benefits received, or other equitable factors. This involves creating transparent, data-driven models to justify cost distribution.

Strategic Technology Oversight: Manages a sophisticated data analytics platform that supports the development and deployment of other applications or technologies. This includes strategic input into technology roadmaps and the evolution of data management practices. Develops and enforces technology plans for the SDA unit, ensuring these align with broader OTS objectives and are executed by subordinate staff.

Legislative and Regulatory Impact: Provides strategic insights on how new laws, regulations, and policies might affect current and future data analytics initiatives, advising on necessary adjustments.

Compliance and Policy Adherence: Ensures all data analytics operations comply with state and federal regulations. Works closely with clients to align services with their specific needs while adhering to legal frameworks.

Performs all other tasks, special projects, analysis, studies, and plans as directed.
