The New York City Taxi and Limousine Commission (TLC) is the city agency responsible for regulating for-hire transportation in New York City, including taxis, street hail liveries, high-volume for-hire services such as Uber and Lyft, black cars, luxury limousines, livery vehicles, commuter vans, and paratransit vehicles. The TLC licenses about 180,000 drivers, 116,000 vehicles, and 1,000 businesses, which together transport more than a million passengers a day, making TLC the most active for-hire transportation regulatory agency in the world with oversight of a key component of the City’s transportation network. TLC is on the front lines of a rapidly changing mobility landscape and our innovative efforts--whether regulating driver pay, ensuring wheelchair accessibility, working to eliminate traffic fatalities, or preventing discriminatory service--often serve as a model for other cities.

We are looking for a motivated Data Analyst to join our Data Analytics Unit within the Policy Division. You'll be working with large datasets, including detailed trip data for every taxi and for-hire vehicle in New York City. The Data Analyst will work closely with other team members to analyze, visualize, and validate trip data. This role is crucial in processing and analyzing large amount of trip records, requiring prior experience with big data analysis. The data includes detailed information on passenger wait times, pickup and drop-off locations, minute-level breadcrumb pings, passenger costs, and driver pay.

We’re seeking a Data Analyst who is excited to work with big data to help shape transportation policy in NYC. Your work will involve critical thinking to identify any missing data anomalies and interesting trends in the data. You will be working both individually and with other team members on data analyses on our team’s ongoing projects such as fare regulation, driver pay, vehicle electrification, and charging infrastructure.

The Data Analyst will perform the following tasks:
- Conduct statistical analysis and produce maintainable and reproducible code to inform policy.
- Build dashboard pages.
- Manage complex data projects.
- Monitor data quality and completeness of trip data.
- Present to senior staff and outside stakeholders.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

- Excellent research, writing, and verbal communication skills, effective problem-solving and data skills. - Strong background writing SQL queries to extract meaningful data and answer small and big questions. - Thoughtfulness about ensuring data accuracy and quality assurance. - Prior experience with Python to read and transform large amount of data and deliver clean and well-organized code. - Experience with a version control tool and data documentation. - Passionate about analyzing big data to inform policy in government or public service. - Solid foundation in data cleaning and Exploratory Data Analysis. - Solid foundation in statistical analysis, math, and probability. - Ability to translate quantitative analysis into actionable insights through presentations, reports and dashboards using BI tools such as Power BI or Tableau and writing Python and SQL scripts. - Willingness to learn new technologies. - Collaborative mindset.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
