Job Description:
The City of Red Wing is looking for an experienced individual to support development opportunities in Red Wing, including the expansion and/or relocation of existing businesses and the recruitment and marketing of potential businesses. Supports economic development and planning functions within the department while serving as the primary connection for economic development partner organizations.

Essential Job Functions:

An employee in this position may be called upon to do any or all of the following essential duties:

Community Development:

Assists the Planning Manager with the administration of land use regulations, including zoning applications, notices and reports.
Assists with the preparation of reports for the Advisory Planning Commission.
Supports the enforcement of zoning regulations throughout the City.
Prepares grant applications and studies as needed in support of various community development activities/projects; assists with project administration.
Answers questions from the public related to community development functions within the department; directs the public to other staff, if necessary.
Creates and maintains planning/zoning files.
Assists with special Community Development Department projects including those related to public signage, re-use of public buildings, redevelopment projects, foreclosed properties, park improvements, and other general planning work.
Attends meetings as may be necessary that relate to community development functions within the department.
Provides staff support to the Sustainability Commission related to the City’s policy to protect and preserve the ecological resources of the community.
Performs other duties as required, assigned or apparent.

Economic Development:

Coordinates the sharing of information related to business and development inquires and helps new and existing businesses find the appropriate agency to process their business expansion, retention or location requests
Assists with coordinating meetings and activities undertaken by the City’s economic development partner organizations.
Identifies funding opportunities for economic development; prepare and submit applications to secure funding.
Builds relationships with all economic development partners including Downtown Main Street (DTMS), Goodhue County Economic Development Authority (EDA), Minnesota State College Southeast, Red Wing Housing and Redevelopment Authority (HRA), Red Wing Ignite, Red Wing Visitor and Convention Bureau (VCB), the Red Wing Area Arts Association and the Red Wing Chamber of Commerce.
Assists the Department with community marketing efforts; develops and coordinates promotional campaigns; creates marketing material and handouts, works with the City Communications Coordinator on marketing strategies and dissemination of information through the City’s website and other communication mediums; creates press releases and news articles for local media; and updates website listings for available property.
Maintains database of all customers so that each Economic Development Partner can check on progress of inquiries.
Generates reports including financial, real estate activity, building permits, and property tax revenue. Performs other duties as required, assigned or apparent.

Port Authority

Assists with managing accounts payable and account receivable for the Port Authority.
Assists with processing and collecting loan payments.
Provides general administrative support for the Port Authority, including preparing notes and summaries of subcommittee and workshop meetings.
Accounting and bookkeeping for the Port Authority which includes preparing monthly budget summaries for the various Port Authority accounts.

Experience, Education, Certifications, Physical Requirements:

Experience Required: Minimum of 2 years’ experience in land/community development related activities in private or public sectors, real estate or entrepreneurship. Experience recruiting and working with business and business-related organizations. Experience in grant writing and report writing with goals and measurable outcomes preferred

Minimum Education Requirements: Associates degree in business, communications, marketing, environmental science, planning, engineering, or public administration or equivalent combination of education and experience.
