Division of Facilities Management - Northern Central Division

The Division of Facilities Management is a customer-driven support organization responsible for providing facilities management services to all CDHS agencies and offices. These services include the maintenance of building and grounds, custodial, capital construction (budgeting and contract management), utilities management, vehicle fleet management, building space leasing allocation, and facilities planning services. This is accomplished through a centralized statewide team that is divided into three districts and a central office. By combining our expert professional extensive facilities knowledge and strong commitment to reliable, responsive service, we enable our clients to achieve consistently high-performance facilities, and long-term value. Our goal is to be an organization that meets customer expectations 100% of the time. 


The North Central District provides services to the following facilities:   Colorado Mental Health Hospital at Fort Logan (CMHHFL), Department of Human Services (DHS) (1575 Sherman St.), Wheat Ridge Regional Center (WRRC) to include the 20 group homes and Division of Youth Services (DYS) facilities (Gilliam, Lookout Mountain Campus, Marvin W. Foote, Mount View Campus, Platte Valley and Prairie Vista).  Provides as needed support to the Veterans Community Living Center located in the district. 


Description of Job


FULL-TIME, IN PERSON,  MONDAY - FRIDAY 7AM TO 3:30PM


This position is directly responsible for the supervision of the Northern District maintenance staff who provide services to North Central District facilities. Services include maintaining all facility systems in a complete and thorough journeyman like manner; using proper procedures, tools and equipment. Perform routine and preventative maintenance as required for plumbing systems, mechanical and HVAC systems and architectural features and components. Repair systems and components damaged by abuse or normal wear and tear to maintain the facility functions and therapeutic environment. Supervisory responsibilities include; developing performance management plans, monitoring of performance and performance evaluations for subordinate staff. Schedule daily work assignments, monitor work order progress, procure materials and equipment, manage multiple department budgets, perform field inspections of work activities, provide customer relations, accurately track departments indirect and direct labor distributions and ongoing productivity analysis in accordance with regulatory and departmental expectations. Position is responsible for all staff performance issues in accordance with departmental policies and procedures, and subsequent dispute resolution actions..

Responsibilities include but are not limited to:

Maintenance Supervision
  • Supervise the routine and preventative maintenance as required for plumbing systems, mechanical, electrical, and  HVAC systems, architectural features and components to include but not limited to the following: unstops water closets / urinals, sinks floor drains, replace washers, seats, traps, valves, supply lines, handles, stool seats and related plumbing accessories burnt out lights, replace ballast, leaking faucets, loose hinges and all types of damage caused by patients and staff. 
  • Troubleshoot and adjust and make minor repairs to locks and doors
  • Schedules staff work assignments, assigns project work and sets work expectations to provide the highest levels of customer service.  
  • Ensure staff’s timekeeping and work orders are accurate for the week.  Ensure staff are trained in the timekeeping and work order system.  
  • Performs routine audits of staff work assignments.
  • Responsible for obtaining Department staff for after-hour, weekend, holiday, etc. to perform call back maintenance work as needed to meet all customer needs.
  • Verifies and analyzes daily and monthly labor requirements.  
  • Develops productivity goals and monitors staff productivity. 
  • Accurately track departments indirect and direct labor distributions and ongoing productivity analysis in accordance with regulatory and departmental expectations/standards
  • The supervisor develops, implements and evaluates employee performance through the PMP process  interim reviews, and final performance evaluations.
  • Through delegation of authority conduct corrective actions and consultations to resolve performance issues, participate in hiring processes, and disciplinary processes.  
  • Interview and hire employees.  
  • Measures daily performance of staff and implements improvement strategies.  
  • Plans training of employees to maintain standards of the industry, including all safety aspects of job assignments.
  • Procures supplies and materials.  
  • Plans material requirements for maintenance activities.  
  • Reviews warehoused material inventory, shop inventory and truck inventories.
  • Prepares job assignments from sketches, shop drawings and complex blueprints and from work order requirements.  
  • Coordinates the work as it progresses to ensure compliance with the design and proper sequence of construction.  
  • Inspects and instructs as the work progresses to ensure quality workmanship.  
  • Is actively involved in the startup and commissioning of new installations.  
  • Leads investigation of major problems, such as loss of water in a large-scale network of supply piping or loss of condensate.
  • Assist / coordinate with other trades in troubleshooting of systems on campus.  
  • Perform routine and scheduled snow removal; also apply ice melt as needed. 
  • Making sure work is done properly and to a high standard of excellence. 
  • Travels to other Districts and to Northern Districts Facilities in a state vehicle
  • Making sure the proper PPE is being used to protect you from hazards. 
  • That the work is performed in a professional like manner. Working with staff to schedule around client’s activities and classes trying not to interrupt their activities. 
  • Responsible for ensuring their direct reports (essential staff) respond in person to after hours call backs to perform essential and/or emergency services of the agency in a timely manner.  This position will also be responsible for responding to after hours matters to perform essential services directly necessary for the health, safety, and welfare of populations housed in CDHS facilities.   

Budget Management

  • Manage multiple unit maintenance budget allocations per fiscal year. 
  • Assure inventory management maintains adequate stocking inventory and supplies needed for specific maintenance services and functions.  
  • Manage budget variances by allocation and collaborate with DFM-ND Budget manager to adjust budget values based upon ongoing and projected expense rates.
  • Research different supplies and equipment from vendors to procure at the lowest cost.  
  • Develop capital outlay requests for the planned replacement and purchase of critical physical plant needs.
  • Maintains and manages budget resources and procurement card transactions. Position is involved in the preparation, presentation, and justification of budgets.
Contract Management
  •  Manage and monitor vendor contracts for Fire Alarm, Fire Sprinkler, Kitchen Hood Suppression, and Fire Extinguisher within the northern district. 
  • Ensure that contract vendors are delivering the services as per the executed state contract in force.  
  • Provide specifications for each contracted services when they become due to rebidding at various intervals.
Operational support
  • Generates routine work orders for fulfilling customer’s needs.  
  • Assure that all customer service requests are completed in a timely manner.  
  • Maintain accuracy of all mechanical equipment and responsibilities as related to the Maximo management system.
  • Contact vendors to order parts and find obsolete part replacements.
  • Coordinates and inspects contract work.  
  • Ensures compliance with building plans, specifications, codes, and regulations.  
  • Coordinates journeyman building trades employees in evaluating the condition and requirements for facilities at this institution and other agencies.  
  • Leads a team in making final inspection of contract work for acceptance.
  • Supervise the repair minor of damage to faculties finish and systems. 
  • Repair walls, ceilings, floors and accentuated systems. 
  • Replace flooring material and coverings, including floor tile, sheet goods, wall base and accessories, repair cabinet and counter tops to include millwork hardware.  
  • Act as resource for subordinate staff when making repairs. 
Other Duties as Assigned

This is a full-time, in-person, critical position.  

Critical Positions.

Employees in critical positions can be FLSA exempt or nonexempt and can be expected to work and/or remain at their worksite in delayed start, early release, or closure situations.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

  • Applicants must have four (4) years of employment experience in building/facilities maintenance. Two of these years must have included experience supervising maintenance staff.  Experience must be clearly described within the work experience section of your application to meet this requirement. 
  • Building Maintenance - includes planning, estimating and performing a variety of "hands on" trades such as carpentry, plumbing, welding, machinery/equipment repair and/or electrical on residential, commercial or agricultural structures.  
  • Supervision - The elements of formal supervision must include providing documentation to support recommended corrective and disciplinary actions, signing performance plans and appraisals, and resolving informal grievances. Positions start the hiring process, interview applicants, and recommend hire, promotion, or transfer.

Conditions of Employment:

May be required to travel to training and meetings. Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption. 
  • Must successfully pass a Tuberculosis (TB) test. 
  • Must be available for call back to perform essential and/or emergency services without delay and/or without interruption. 
  • Must be available for shift work. May be required to work various hours for coverage outside of normal business hours.
