The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the supervision of the Identification Specialist 2 in one of SIB’s units/shifts the Identification Specialist 1’s responsibilities could include, but are not limited to, the following:
• Using authorized biometric software to read, interpret and update the State and federal criminal history records which are maintained by DCJS.
• Comparing fingerprint images
• Use authorized automated systems to associate fingerprint and other biometric transactions with identification history records maintained by DCJS and other agencies
• Overseeing of the special processing including but not limited to: Portal Dashboard Scan Card Message Queue, which manages the unseal process of SABIS and archive images. FBI/NFF Discrepancy processing, rectify historic mixed ID’s and the Rejected Transaction project to ensure timely submission of fingerprint transactions
• Investigating and researching fingerprint processing issues
• Ensuring SABIS Quality Assurance Standards are implemented and maintained
• Training new Identification Examiners
• Training of law enforcement and civil agencies on Ink and Roll Fingerprinting
• Proctoring of the yearly Proficiency Test.
• Fingerprinting of new and transferred employees
• Provide internal Livescan support for RICI/CAPS and B4ALL
• Provide courtroom testimony when Subpoenaed
• Correspondence by email, mail, and telephone
• Monitoring the electronic mailboxes for requests
• Preparing and mailing letters for requests of certified criminal histories, certified fingerprint cards, and fingerprint comparisons.
• Preparing letters for Subpoena requests
• Communicating with agencies involving issues with fingerprint submissions and requests
• Communication with ITS and vendors
• Monitoring and controlling employee workload and reassigning staff as necessary to maintain workflow
• Supervise lower-level staff in the performance of technical and clerical duties related to identification of persons over a given shift or a given unit within the operation
• Updating and implementing operational policies and procedures associated with SIB
• Prepare and update reports and work on special projects as requested
• Working closely with managers and supervisors in SIB as well as various other DCJS bureaus
• Successful completion of the SABIS proficiency tests for pattern classification and image verification on a yearly basis
The minimum qualifications required for this vacancy. Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:
An associates degree substitutes for two years of experience; a bachelor’s degree substitutes for four years.
Qualifying Experience: 4 years of experience handling, processing, reviewing, and analyzing criminal justice or similar records.
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
In order to be appointed to an Identification Specialist 1 position in SIB, you must have passed the Ten Print Examiner proficiency within the past year and/or have current Latent Print Examiner proficiency. Proficiency will be verified prior to interview.

Additional comments regarding the vacancy. Additional Comments The State Identification Bureau (SIB) is a 24/7/365 office. Employees may on occasion be asked to volunteer or be mandated to work another shift or on holidays as needed. Every effort will be made to obtain volunteers prior to mandating and will be in accordance with the negotiated agreement with PEF.
