POSITION OVERVIEW

This position enforces City codes and ordinances related to property maintenance, public nuisances, zoning and living conditions; explains appropriate codes to property owners; serves notices of code violation; and testifies in legal proceedings. This position may assist City Building Inspector in inspections and permitting of building construction or repair to existing structures.

QUALIFICATIONS AND REQUIREMENTS

Experience, Education, and Training

  • High school diploma or GED equivalent.
  • At least two years' experience in municipal code enforcement or a closely related field.

Requirements

  • Must pass pre-employment drug testing and submit to periodic drug testing as required by applicable laws.
  • Must have a valid driver's license.
  • Knowledge of computers and job-related software programs (i.e. Microsoft office (Word & Excel) and databases).
  • Knowledge of municipal code enforcement principles and practice, including zoning, nuisance abatement, property maintenance, building, health and safety codes are a plus.
  • Above average skills in oral and written communication.
  • Subject to working a varied schedule including some evenings, weekends and holidays.

FUNCTIONS

Essential Duties

  1. Inspects existing structures for property maintenance standards.
  2. Enforces property maintenance, zoning and nuisance ordinances.
  3. Conducts field investigations, inspects properties for violations; contacts property owners to resolve violations; issues and posts warning notices; schedules and perform follow-up activities to gain compliance.
  4. Locates vacant and other buildings meeting the definition of "abandoned"; secures buildings with proper materials; posts property as appropriate; checks vacant buildings for transient activity, graffiti and vandalism; research ownership.
  5. Receives and responds to citizen complaints and reports from other agencies and departments regarding alleged violations; interviews complainants and witnesses; conducts investigations and provides recommendations for resolutions.
  6. Assists internal and external customers, city residents and others in interpretation and application of codes.
  7. Monitors assigned areas to identify and evaluate ordinance violations.
  8. Prepares evidence in support of legal action taken by the City.

Important Functions

  1. Provides information to citizens regarding building codes and zoning ordinances.
  2. Utilizes necessary computer applications such as word processing and database.
  3. Assists in issuing permits and plan reviewing.
  4. Works cooperatively with various departments as needed to complete the inspection process.
  5. Attends conferences, seminars, workshops, and other training for professional development purposes.

Environment

Both indoor and outdoor working environments with exposure to a variety of extreme weather conditions as well as dust and pollen; subject to electrical, mechanical, and other safety hazards associated with building inspections; exposed to extreme noise, cramped spaces, poor lighting & ventilation during inspections.

Physical

While performing the duties of this job, the employee must have ability to traverse rough terrain, stoop, lift, and carry 25+ pounds. May traverse over rough terrain; inspectdangerous/unpleasant condemned buildings; enter confined areas; bend, stoop, and climb; dexterity and strength to operate equipment; and work in extreme weather conditions.

The City of Fulton was incorporated as a city in 1859 and now runs as a full service city providing most utilities and services for its citizens. The city supplies electric, water, gas, sewer and solid waste as utilities for residents.

Residents also have access to the recently-built Legends Rec-Plex as a fitness and event space, Tanglewood Golf Course, Stinson Creek Walking Trail, Sam and Daisy Grabb Animal Shelter, and the Waterworks Splash Pad.

The city operates on a $51 million budget, which supports 169 full-time employees and 65 part-time/seasonal employees. City Hall is located in downtown Fulton with other city-owned facilities around town.

Fulton has four wards with two City Council members per ward. The Council meets on the second and fourth Tuesdays of each month. All regular session meetings are also live streamed to YouTube.
