Position Description
Responsible for the analysis, preparation, development, presentation, and communication of plans and projects in one or more phases of planning work to internal and external stakeholders. Perform professional planning work requiring good analytical and communication skills in planning processes of moderate difficulty. Carry out the City's federal, state, and regional obligations related to land use, planning, zoning, and preservation. Further the City's goals related to advances in racial equity, climate justice, housing, economic development, sustainability, land use, transportation, employment, preservation, and quality of life.

The vacant position is in the current planning side of CPED-Planning in either the Land Use, Design and Preservation or Zoning Administration section.

Work Location:
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities
Research and develop reports that evaluate public and private projects involving the full range of land uses in the City (residential, commercial, industrial, etc.); verify the accuracy of applications; evaluate consistency with plans and policies of the City and region.
Review and issue decisions upon a wide variety of applications (building permits, mechanical permits, sign permits, license applications, administrative land use and preservation applications, subdivision requests, preliminary development review), design plans, historic review letters, and zoning letters for compliance with zoning ordinances, preservation ordinances, design guidelines, sign guidelines, and adopted land use policy.
Interpret zoning and preservation ordinances and provide determinations where code language is ambiguous, as necessary.
Attend meetings, provide verbal presentations, respond to questions, and provide subject matter expertise regarding land use, preservation, subdivision, appeals, regulatory amendments, and development guidelines requiring decisions of various elected and appointed bodies, such as the City Council, City Planning Commission, Heritage Preservation Commission, and Zoning Board of Adjustment.
Serve as the primary contact for an economic sector, geographic area, or development in responding to requests from private or non-profit developers seeking City and/or regional approval and/or financial support for projects involving specific properties or specific uses where property or location needs to be identified.
Participate in inter-departmental responses to Mayor/City Council, team meetings, establishing work plans, developing policy/program recommendations, and making presentations to department heads and elected officials.
Manage the City's environmental review responsibilities, including those triggered by historic preservation laws and laws governing cultural resources.
Research, analyze, communicate and develop amendments to the City's Code of Ordinances and development guidelines that implement the City's comprehensive plan.
Primary role in developing the Comprehensive Plan every 10 years. Provide presentations of the Comprehensive Plan, facilitate discussions of the purpose and uses of the plan and develop different formats for distributing the plan so that it is understandable and usable by citizens, staff, and elected officials.
Ensure involvement of the community, neighborhood groups, property owners, land developers, business owners, governmental agencies, and City departments, including external stakeholders and community organizations.
Evaluate competing proposals and consult with appropriate parties, recommending acceptance of proposals that most closely match City objectives. Review recommendations made by others and counsel them based on personal knowledge and experience.
Attend and/or present at professional seminars and workshops to maintain current knowledge of state and national trends and developments.


Required Qualifications
Minimum Qualifications:
BA/BS degree in any of the following: Urban and Regional Planning, Historic Preservation, Architecture, Landscape Architecture, Urban Design, Urban Studies or Geography.

Minimum Experience:
Two or more years of related professional experience.

Licenses/Certifications:
None required but American Institute of Certified Planners (AICP) is highly desired.

Equivalency:
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Desirable Qualifications -- Language:
Bilingual skills in Spanish, Somali, Amharic, Oromo, Hmong, Vietnamese and/or Lao.

Desirable Qualifications -- Cultural competency:
Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds.

Selection Process:
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Eligible List Statement:

Strong oral and written communication skills, including presentations to the public and elected/appointed officials in accordance with communication policies and formal meeting procedures.
Ability to collect, compile, analyze, and evaluate complex data and present the findings and conclusions clearly and effectively.
Knowledge of the scope, principles, methods, practices, and procedures of various phases of city planning and of grant application procedures.
Knowledge of research techniques used in urban planning and/or preservation.
Familiarity with reading architectural plans and using architectural and engineering scales.
