Hiring Pay Rate

About Colorado Energy & Carbon Management Commission (ECMC):
To regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.

The Engineering Unit ensures oil and gas infrastructure complies with professional engineering standards and the Energy and Carbon Management Commission’s (ECMC) rules and regulations. It regulates the development and production of natural resources of oil and gas in the state of Colorado in a manner that protects public health, safety, welfare, the environment and wildlife resources. It reviews information and applications for approval including production and injection well applications, technical well information, well repairs, and work plans for requests to plug and abandon exploration and production wells; applies conditions of approval for proposed plans where necessary to ensure that downhole fluids are either produced or injected in accordance with ECMC’s rules and regulations, monitors field operations under the Environmental Protection Agency delegated Underground Injection Control program; perform field inspections related to downhole operations and tests to verify well casing and cement integrity; responds to inquiries and investigates complaints regarding oil and gas operations; recommends enforcement actions and provides support for enforcement actions presented before the Commission at hearings for violations of Commission rules, and provides technical expertise in other hearing matters.

Description of Job

Position Summary:  

The Area Engineer reviews and approves oil and gas well and deep geothermal well casing and cement designs on drilling permits, plugging procedures, drilling completion reports, and other downhole-related operations (e.g., certain workover operations, well repairs, remedial cement operations, well control procedures, bradenhead pressure monitoring procedures and plans, hydrogen sulfide gas drilling operation plans, and mechanical integrity tests) performed by operators to ensure compliance with ECMC’s Rules and Regulations; collects factual information and resolves complaints related to downhole operations by giving information to the complainant regarding information gathered during the complaint investigation and related ECMC’s Rules and Regulations; responds to inquiries from other ECMC staff, operators, the general public, and other governmental agencies regarding ECMC’s rules and regulations; provide support to orphaned oil and gas well program; and performs field inspections to observe downhole operations and tests.


Primary duties include but not limited to the following:

Form Review and Approval:

Review and recommend conditions of approval for drilling permits and well repair requests and plans. Prepare and/or approve well abandonment procedures. Review and approve or require additional integrity testing; this includes MITs, pressures tests, and bradenhead tests. Approve drilling completion reports and other oil and gas or deep geothermal well operations to ensure compliance with ECMC Rules, Regulations, Policies, and industry standards. These duties are performed in an office setting.
  • Evaluate forms and reports for completeness, accuracy and compliance with Rules and Regulations. Apply conditions of approval (COAs) and evaluates if COAs were met.
  • Determine if wells have been properly drilled, cased, completed, and plugged based on reports, documents, well records, well logs, and job summaries provided by operators.
  • Review new technologies and techniques as they emerge and be aware of their impact on operations.
  • As new technologies and techniques emerge in the industry, ECMC personnel must be aware of their impact on field operations and how their review and approvals of these operations acknowledge these changes.
  • Keep abreast of innovations through continuing classes, lectures, industrial symposia and vendor information sessions.
Voluntary compliance:
Attempts to secure voluntary compliance with ECMC Rules and Regulations through direct contact (email, mail, telephone, and/or personal meetings) with oil and gas operators which are determined to be in violation. These duties are usually handled from an office setting, although some field work may be necessary.
  • Determines the strategy in which to collaborate with operators who have been deemed “out of compliance.”
  • Monitors progress made towards compliance and determines whether or not satisfactory compliance will be achieved in a timely manner or if the issue will be moved on for enforcement.
  • Works with various types of people and issues to get matters resolved timely.
Inquiry/complaint response:

Responds to inquiries from other ECMC staff, operators, the general public, and other governmental agencies regarding ECMC’s Rules and Regulations. Responds to, investigates, and resolves complaints related to downhole operations. These duties are usually handled from an office setting, although, some field work may be necessary.

  • Determines the resolution for customer complaints and ensures that ECMC’s rules and regulations are not compromised during the process.
  • Prioritizes inquiries and determines the level of effort that should be exerted in responding.
    • Balances the responsibility to be responsive but recognizes time constraints to get answers and respond at the appropriate level.
Field inspections:
Conduct field inspections. This requires driving to individual well sites, possibly hiking up to ½ mile to the well site, inspecting the well site by walking over the site, climbing ladders, and investigating gauges and valves. An inspection form will be filled out for each inspection.
  • Well site inspections may be the result of a complaint and there may be necessary actions to resolve the complaint. 
  • Well site inspections may require corrective actions as determined during the inspection and will require follow-up with the operator.

Bachelor's degree from an accredited institution in engineering.

Substitutions:
Current enrollment as an Engineer-Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will substitute for the required degree.

  • Current or former State experience relevant to this position.

  • Successful applicant must commit to obtain their license as a Colorado Engineer Intern from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors per the career progression required for business needs within 12 months from the start date. 

    A reallocation to a EIT II requires current enrollment as an Engineer Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors OR Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will substitute for the enrollment as an Engineer Intern.
  • Colorado residency is required at the time of application.
