Position Objectives:
Under the direction and supervision of the City Manager, the Grant Manager prepares, submits and manages grants; ensures City compliance with grant requirements and proper accounting of grant-related funds; serves as the City’s purchasing agent and performs all purchasing and contracting functions.
Minimum Requirements:
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Experience:
Bachelor’s degree in public or business administration, or a closely related field; AND five (5) years of professional grants administration and contract management experience; OR an equivalent combination of education, training and experience.

ESSENTIAL FUNCTIONS:

• Researches, composes and edits grant proposals in order to secure grant funding; ensures proposals are formulated into compelling narratives that comply with the funding interests of grantor agencies.
• Conducts research to support the need for the for proposed grant funding; compiles and analyzes data from various sources; develops effective support materials and appendices; organizes and maintains statistical data required for grant proposals.
• Prepares, edits, and submits effective reports to granting agencies; reviews and formats financial reports and determines if explanatory notes are needed for variance from the approved budget.
• Develops and implements outreach strategies to increase revenue opportunities for the organization through assigned functions and activities.
• Plans, organizes and directs complex administrative, operational, budgetary or other studies with City-wide or major internal operational or funding impact.
• Oversees the monitoring of grant budgets and expenditures; composes and maintains accurate records and files related to the areas assignment; prepares a variety of technical, statistical and narrative reports, correspondence and other written materials.

• Represents City on community boards and committees.
• Attends hearings, City Council meetings, and conferences to present recommendations, answer inquiries, and represent the Department.
• Maintains currency of regulations, industry trends, current practices, new developments, applicable laws, and applicable legislation.
• Promotes and supports the overall mission of the City by demonstrating courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
