THE POSITION

Planning Department
 
Full time position, works 40 hours per week.  Includes excellent full-family benefit package, OPSRP/PERS retirement and availability of deferred compensation retirement savings. 

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only).  Availability is subject to center waitlist.

Position performs advanced level professional planning work as well as supervisory and management duties in the Long Range section of the planning department.

Essential Functions:
This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.
 

  • Assist the Planning Director in management, direction and organization of staff work in long-range and comprehensive planning; Advise Director on statewide planning issues.
  • Serve as department Comprehensive Plan and Long-Range specialist; Develop and execute work plan; Identify and prioritize Plan maintenance projects; Develop and interpret policy; Coordinate amendments to the Plan, as necessary to ensure consistency with legislation, Oregon Revised Statute, Oregon Administrative Rule and case law; Research and prepare comprehensive plan proposals.
  • Coordinate with federal, state and local governments, semipublic and private agencies; Review and provide comment on city, special district and other agency actions; Administer and maintain Urban Growth Management and Urban Service Area agreements.
  • Research, analyze and interpret social, economic and land use data and trends; Prepare written reports on long-range planning matters; Administer grants, including preparation of grant proposals, management and close out. 
  • Research and interpret land use regulations; explains regulations and assists the public and other departments as necessary; determines plan compliance and approves permits.
  • Represent the Department to the community at public hearings and other public meetings, including before the Planning Commission and Board of County Commissioners.
  • Duties may include coordination of citizen involvement, historic resources, or coastal planning programs. 

POSITION REQUIREMENTS

SKILLS/QUALIFICATIONS: 
This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job. 
Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:   

  • Bachelor's degree in planning or a related field and four years experience in city, county or regional planning which includes one year supervisory or project management experience
  • Any satisfactory equivalent combination of education, experience and training. 
At time of appointment, must possess valid Oregon driver's license.

Desirable qualifications: 
Master's degree in planning; knowledge of Oregon law.

Thorough knowledge of planning concepts, principles, techniques and practices; considerable knowledge of laws, codes, rules, regulations and ordinances applied to land use planning; considerable knowledge of research methodology and statistical techniques; considerable knowledge of those phase of geography, civil engineering, economics, sociology and architecture which apply to planning; considerable knowledge of and ability to use maps, land use data and other planning materials.

SCREENING & EVALUATION

Background Investigation: While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background as part of a contingent offer of employment.  Conviction of a crime may not necessarily disqualify an individual from employment.
 
 Occasional driving may be required. Finalist will be asked to provide a driving history that meets the Douglas County Driver Policy as part of contingent offer of employment.  Failure to provide a driving record that meets the Policy will not necessarily exclude an applicant from employment.
