POSITION:
Supervisor of Special Education

TYPE OF POSITION:
225-day contract
Position begins with the 2024-2025 school year
Hours may vary based on program/building needs

QUALIFICATIONS:
Required:
Graduate degree in Special Education, Special Education Administration or a closely related field
Current possession or current eligibility of a Director of Special Education licensure from the Minnesota Department of Education
Three years teaching or relevant professional level school experience

OTHER SKILLS:
Strong communication skills including writing, speaking and listening
Ability to work with diverse groups
Skill in team building and collaboration with a demonstrated ability to involve others in work and to inform others of processes, decisions and events
Considerable general knowledge of all areas of special education theory and practices, as well as state and national core academic standards for all students
Knowledge of state statute, federal laws and regulations regarding the needs and rights of students with special needs
Considerable ability to coordinate multiple programs meeting the special needs of a diverse student population
Excellent management and organizational skills, including skills unique to managing a school site program (such as a staff development plan or building a master schedule)
Demonstrated experience in instructional leadership in a department, school, or district

COMPENSATION:
$90,000 - $110,000 depending on experience and qualifications

POSITION SUMMARY:
To supervise the district's special education programs and facilitate the provision of appropriate services to students with special education needs.

ESSENTIAL DUTIES:
Assist Special Education Administration in planning, assessing, developing, and implementing special education due process procedures and/or special education programs
Maintain a high level of knowledge regarding special education issues, changes in the laws, and educational methods of teaching students with disabilities, for the purpose of managing effective special education programs
Provide leadership to staff, administrators, special education teams, and the community to ensure that all students with disabilities are served appropriately
Serves as a liaison between School Administrators and Special Education Administrators
Serves as a resource to district personnel and as a liaison to various agencies (e.g., district committees, interagency boards, regional and state committees, collaborative organizations) for the purpose of explaining procedures and conveying and/or receiving information as needed for the planning, developing, and evaluating of services related to special education
Prepares documentation and reports data for the purpose of providing written support, conveying information, and complying with state and federal regulations; assist in gathering documentation needed to defend due process complaints
Serves as the district administrative designee when teams are considering recommending an out-of-school programming placement for a student with special education needs to ensure compliance with policies required by state and federal regulatory requirements and uniformity between placement recommendations and the District's philosophy and mission
Supervises district special education staff
Assures that appropriate Individualized Education Programs are developed within required timelines; assists in implanting procedural safeguards
Assures the appropriateness of services and placements for students with disabilities
Assists in the preparation of Extended School Year (ESY) services for eligible students

Work in collaboration with School Administrators to develop and maintain child find, identification, assessment, placement, and IEP development and review processes
Facilitates communication to keep building administrators involved and informed on special education services and issues
Coordinates work in partnership to ensure legal and regulatory compliance including due process and procedural safeguards
Assist in engaging staff in a comprehensive process to increase achievement for all students and to close achievement gaps; foster a culture of high expectations for all students
Provides technical assistance on legal and regulatory compliance in the area of special education
Assists in making critical decisions as it relates to student discipline and IEP development; collaborate in the evaluation of students' progress based on IEP goals and objectives
Assists in the development and implementation of meaningful systems for supervision of all certified and non-certified special education personnel including forecasting needs, recruiting, interviewing and recommending for hire; staff development, observation, evaluation of performance, and discipline; and interpreting the negotiated agreements, district policies, and building rules
Assists in the assessment of staff workloads and efficient scheduling of special education staff; make recommendations for change when needed
Serves as district representative at IEP team meetings; assist IEP teams with contentious meetings and parent relationships
Encourages ownership regarding special education issues and a collaborative non-categorical service model
Assists in conflict resolution with staff
Assists in the allocation of special education resources
Assesses the need for special education staff, transportation, equipment, services, outside evaluation, and student placement
Advocates for facilities and resources necessary for effective instructional programming
Oversees building and/or program budgets; ensures the resourceful utilization of instructional materials, supplies and equipment
Works with other supervisors to plan more effective use of resources

Assists in providing professional development activities in order to increase knowledge and skills of special education staff, regular education teachers, administration, and support staff
Facilitates or co-facilitates special education department meetings in buildings and programs of assignment
Assesses the need, recommends and facilitates staff development activities; provide input to building/program and/or Special Education Administrators on staff development needs for staff and administration working with students with disabilities
Remains knowledgeable in current education best practices
Provides training and presents models in the development of IEP goals and objectives
Expects and supports the use of effective instruction by providing regular observation, feedback, and coaching of teachers
Collaborates with staff in the setting of annual goals
Collaborates with staffing needs, assessment and development of a non-licensed staff training program
Provides technological support for computerized IEP program
