Job Description

If you are hired provisionally in this title, you must take and pass the Civil Service Exam, when it becomes available, to be eligible for continued employment.

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA’s various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness.

General Support Services (GSS) /Mail Distribution Unit is recruiting for one (1) Supervisor of Office Machine Operations II to function as Machine Leader, who will:

- Interface with United States Postal Service utilizing Coding Accuracy Support System (CASS), & Presort Accuracy Validation and Evaluation (PAVE) move update software, maintaining documentation of Mailing List Correction (MLC) services accessed. Replenish funds for postage meters and ensure all mail trays are tagged and properly presorted with supporting documentation according to USPS rules and regulations.
- Prepare Welfare Management System (WMS), Paperless Office System (POS), Office of Revenue Investigation, Family Independence Administration (FIA), Office of Staff Resources (OSR), etc., and various centers specific mailing documents operating Production Mail Inserting Equipment, which receives its control function from the PC based data file. Maintains and verifies Bar-code Mode 4 (layout) as it is associated with a scanning method code machine set-up for flat and standard size envelopes.
- Train staff on the use and operation of Inkjet Addressing and Imaging System, CAS 38 Folders and Cutters and other digital mailing systems and processing equipment
- Maintain FastForward United States Postal Service (USPS) reports, and move updates via File Transfer Protocol, Compact Disk or Diskette.
- Operate mail inserter PC controller by loading MRDF, configuring, and recording job data. Notifies supervisor / manager of any problems running a job whether its hardware, software, or operator training issue.
- Provide Direct Connect Site Wide Productivity Reports to Management.
- Process Negotiable Documents and verifies count according to agency policies and procedure.

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and two years of satisfactory, full-time experience in the operation of office machines, such as photocopying machines, state-of-the-art scanning and digital reproduction equipment, including bin sorters and bin collectors, blueprint copying machines, digital postal machines, digital cutters, offset and bookbinding equipment, platemakers and associated equipment. An associate degree or 60 credits from an accredited college may be substituted for one year of experience; or

2. Education and/or experience which is equivalent to "1" above. However, all candidates must have a four-year high school diploma or its educational equivalent and must have at least one year of experience as stated in "1" above.


Preferred Skills

- Experience operating production mail inserting equipment from manufacturers such as Gunther, Bell & Howell, BlueCrest and Pitney Bowes. - Experience with USPS CASS and PAVE reports. - Ability to lift boxes of copy paper approximately 30 to 50lb.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
