Job Description:
The Mission Networks Sector under the Space & Airborne Systems Segment provides highly secure managed infrastructure services for mission-critical communications, air traffic surveillance, and enterprise information management. L3Harris managed infrastructure is always on and always there, continuously improving operations safety and efficiency for our customers. Mission Networks has an immediate opportunity for a professional Contracts Manager with practical knowledge of contracts and the ability to manage multiple priorities with a strong attention to detail. The Contracts Manager requires proficiency in items such as preparing and delivering contractual correspondence, proposal preparation, change management, negotiations, and maintaining contract files in full compliance with regulatory requirements and company policies. The Contracts Manager operates with a customer-service perspective that demonstrates the values of the company and will be expected to work with moderate oversight or direction to see tasks through to completion. The position will be required to communicate within and outside of the organization to explain and interpret operational processes, practices, approaches, and implement operational plans that have measurable impact on business or functional results.
Essential Functions:
Responsible for RFP review and risk assessment, proposal preparation, contract negotiation, contract administration, and customer contact activities for assigned contracts/programs
Serves as the primary communication conduit between L3Harris and their respective customers
Provides a proactive voice in the business process
Provides proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
Analyzes material estimates, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
Prepares bids and proposals
Prepares and conducts negotiations
Processes specifications, progress report, and other reports
Ability to think critically, problem solve and work independently
Demonstrated ability to build relationships and work in a team environment
Ability to multi-task and determine priorities while working on multiple assignments
Dedication to meet customer deadlines
Ability to negotiate contract terms and conditions with commercial and US Government customers
Conducts change management process with internal team and communicate equitable adjustment rights to customers
Utilizes contract sales order system to record contract awards and modifications
Advises management of contractual rights and obligations
Compiles and analyzes data as required, maintains historical information for assigned contracts
Ability to clearly present information to broad audience, inclusive of management
Qualifications:
Requires proficient knowledge of job area. May have practical knowledge of project management. Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
Experience with FAR, DFAR, ITAR, EAR, CAS
Experience with using Microsoft Office (Word, Excel, PowerPoint, etc)
Ability to obtain a Public Trust suitability adjudication
Preferred Additional Skills:
Experience in defense and aerospace industries
Active security clearance from the US Government
Experience with Intellectual Property considerations and regulations
NCMA professional certifications (CPCM, CFCM, etc) are a strong plus
