The Clinical Assistant Director, Mental Health Service, regularly evaluates the operational aspects of this large, integrated mental health service across the multiple sites, including the West Roxbury Campus, Jamaica Plain Campus, Brockton Campus and 5 CBOCs. In addition, the Clinical Assistant Director is responsible for communication, coordination, and implementation of system wide initiatives and tasks requiring collaboration with other clinical and administrative services at VABHS, as well as all mental health initiatives and tasks originating at the regional (VISN1) and national level.
In consultation with the Director, Mental Health Service, the Clinical Assistant Director is responsible for planning and implementation regarding program development, program evaluation, performance improvement, accreditation preparedness, quality management, personnel management, and financial management for VABHS Mental Health Service.
The Clinical Assistant Director functions as a resource for problem resolution specifically regarding MH patient concerns. Prepares responses to congressional offices inquiries, issue briefs, and response to Veteran's complaints
The Clinical Assistant Director assists the Director, Mental Health, by evaluating, based on knowledge of managerial and psychological theory and practice, the programs, policies and concerns of VABHS Mental Health Service in terms of the psychiatric and behavioral health needs of the patients and the integrated system needs.
The Clinical Assistant Director assists the Director, Mental Health, in establishing programmatic objectives, policies, and procedures to meet those needs in a manner consistent with VABHS goals and mission.
Reviews information and requirements pertaining to mental health programs from a variety of sources (e.g., federal, state and local regulations, including OIG, VHA, Joint Commission, and CARF) and identifies, based on knowledge of psychological and managerial theory and practice, requirements which must be expressed in MH Service written policies and procedures, drafts such policy statements or assigns tasks to subordinates to insure their completion. Identifies problems and corrective actions needed and reports results regularly to the Director, Mental Health both orally and in writing, when required.
- Plans and completes special projects based on knowledge of managerial and psychological practice. Performs a variety of duties related to special projects involving clinical mental health and administrative program issues that contain complex elements. Manages special cross cutting initiatives and leads tasks force groups to accomplish programmatic goals. These groups often review specific programs from the point of view of the needs of an integrated system of behavioral health care.
The Clinical Assistant Director works closely with each of the Directors of Outpatient, Inpatient, Urgent Care/Consultation and Liaison, and Residential Rehabilitation/Substance Abuse Programs in MH and has delegated responsibility for the personnel, fiscal, equipment, and space management of programs for MH Service, performing or overseeing the full range of managerial requirements.
- Establishes and maintains, or ensures the establishment and maintenance through delegation to subordinates, an effective reporting system that includes the preparation and review of all recurring and non-recurring periodic and locally required reports to ensure accurate and timely data to support managerial decision making.
- Reviews and analyzes data pertaining to the mental health needs of veterans (e.g., current and projected workload, past activities and trends, work measurements, standards, and trends in the health care field and mental healthcare delivery systems) and makes recommendations to the Director, Mental Health, regarding what resources (clinical, fiscal, staff, space, equipment) are available and/or advocates for and obtains additional resources as needed.

(2) Quality of Experience. Experience is only creditable if it is post-doctoral experience as a professional psychologist directly related to the duties to be performed. (a) Experience. At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools.
2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.
3. Ability to organize work, set priorities, delegate tasks, and meets multiple deadlines.
4. Ability to supervise and manage subordinate employees effectively.

(c) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety, and be performed by the incumbent at least 25% of the time. Psychologist program managers have broad program management responsibilities for a specific program or programs that are designed to deliver specialized, complex, highly professional services that are important program components of the facility and that significantly impact the health care provided to Veterans. Programs include but are not limited to addiction, posttraumatic stress disorder (PTSD), mental health intensive case management (MHICM), mental health compensation and pension examination (C&P) programs, Psychosocial Rehabilitation and Recovery Centers, inpatient mental health, residential rehabilitation, domiciliary, palliative care, neuropsychology, and internship and postdoctoral fellowship training programs; management of an off campus site; psychology program oversight and coordination throughout the facility and its affiliated clinics as a psychology executive, typically at lower complexity facilities. Decisions made by the Program Manager affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. The type of program managed and scope of responsibility are critical aspects of the assignment at this level. Responsibilities include operation and management of key clinical, training, research, or administrative programs to include full responsibility for managing the day to day activities of those programs. Responsibility may include supervision of staff but is not required. Psychologist Program Managers are responsible for strategic planning to ensure the provision of high quality services to meet the needs of the Veterans being served and planning, and developing and implementing short- and long-term goals and objectives consistent with the program's strategic plan. They have oversight of administrative and programmatic resources and deploy those resources in support of the program needs. They develop and implement programs, policies, and procedures to meet program goals, VHA policy and external accreditation requirements, and monitor outcomes using data-driven quality assurance processes, and implement strategies for improvement based on data analysis.
