Job Description:
Position Description
Provide project management on a variety of projects for the assigned division of Public Works.

Work Location: Part time in office, field and job sites.

The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities
Coordinate City construction and planning project activities with consultants, contractors, and appropriate City Departments.
Manage the design, engineering, and construction process for assigned projects from project development through warranty inspection, including all aspects of professional and trade contract initiation, negotiation, execution, modification, payments, and closure.
Function as a coordinator on assigned development projects for the Public Works Department.
Attend/support the City's Municipal Screening Board member at all Pre-Screening and Screening Board meetings.
Establish and maintain positive working relationships with State Aid staff and other municipal state aid cities.
Serve as a subject matter expert on state aid design rules (8820) and project development process.
Serve as a point of contact between city project managers and state aid staff, as needed.
Obtain construction estimates and develop and manage project budgets.
Function as the City's representative ensuring compliance with project plans, specifications, and city ordinances.
Ensure all construction materials and workmanship meet requirements of the project documents.
Assist in the public procurement process, i.e., bidding requirements, pre-award, approval, and contract execution process.
Assist in negotiation of easement agreements related to construction projects.
Assist in preparing and executing Subordinate Funding, Joint Power and Interagency Agreements.
Provide mentoring and guidance to junior staff members.
Work closely with City Departments during various phases of projects assigned.
Assist in the preparation of professional service contracts and amendments to contracts.

Required Qualifications
Minimum Qualifications:
Bachelor's Degree in Architecture, Civil Engineering, a related field.
Minimum Experience:
Five years' experience, which has included experience in contract negotiations, general contracting, commercial construction, managing the work of others and construction site supervision.
License/Certifications:
Possess and continue to maintain a valid driver's license.

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

* Knowledge of the City's procurement, special assessment, right-of-way administration, permitting and other processes.
* Knowledge of administrating both design and construction contracts.
* Working knowledge of computer software and information systems used in assigned area.
* Good oral and written communication skills.
* Good interpersonal communication skills.
