GENERAL DESCRIPTION: 


Construction Management Project Managers (PMs) concurrently manage multiple capital construction and major maintenance projects that vary in scope and value with duties including, but not limited to: coordination with State agencies, and colleges for projects including project planning and programming requirements, budgets, procurement and bid processes, design oversight, effective coordination including budget controls, scheduling, contractor oversight, quality control procedures, compliance with codes and requirements dictated by governing entities, meeting attendance necessary to manage above activities and performing onsite observation of work to ensure projects are being constructed as per plan and specification.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

 
  • Process, review, and manage construction and professional service contracts.
  • Review fees and additional costs for legitimacy.
  • Responsible for regularly monitoring and evaluating construction schedules, ensuring that schedules do not get off track.
  • Coordinate all aspects of the construction schedule.
  • Manage and monitor all Federal and State procurement requirements for projects.
  • Responsible for monitoring costs, progress payments, and the percentage of completion.
  • Review maintenance and work order requests for compliance with State statutes and Rules. 
  • Manage multiple projects simultaneously and require diligent time management. 
  •  Manage and participate in post-construction reviews with contractors, subcontractors, architects, and consultants. 
  • Attend, compose information for, and present expertise to the State Building Commission, School Facilities Commission, and other Committee meetings, as needed by the administration.

Qualifications


PREFERENCES: 


Preference may be given to candidates with extensive project management experience. Including the ability to read and understand construction documents, project scheduling, cost estimating, and computer skills.

**Agency requires that the successful applicant have a valid driver's license with the ability to travel significant distances.


KNOWLEDGE:



  • Ability to work with others in a team atmosphere.
  • Knowledge of State Government, including legislative and administrative processes, and the guiding principles and concepts underlying these processes. 
  • Organizational skills for commercial project planning, design, and construction. 
  • Understanding of property condition assessments, and prioritization of both capital and major maintenance projects.
  • Project design processes.
  • Construction management processes and procedures.
  • Construction means and methods.
  • Construction cost modeling and estimating.
  • Understanding of governmental management, accounting, budgeting, procurement, and contracting.
  • OSHA standards, federal/state/local building and fire codes.
  • Proficient computer skills, and knowledge of project management and scheduling software.
  • Skill in public speaking and the ability to communicate effectively in both written and oral mediums                            
     

MINIMUM QUALIFICATIONS: 


Education:
Bachelor's Degree (typically in Construction Management)
 
Experience:
3-5 years of progressive work experience (in Construction Management) with acquired knowledge at the level of a Facility Manager
 
Certificates, Licenses, Registrations:
May vary by agency
 
OR
 
Education & Experience Substitution:
6-8 years of progressive work experience (in Construction Management)  with acquired knowledge at the level of a Facility Manager
 
Certificates, Licenses, Registrations:
May vary by agency


 

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:



  • Travel will be required with overnight stays away from the office. 
  • Work hours vary. 
  • Prolong sitting, standing, climbing and walking on uneven or slippery terrain at construction and project sites will be required.
  • Some observations at heights with temporary facilities including roofs are required. 
  • Many project sites have limited environmental controls which can include; dust, heat, cold and other environmental challenges that are a part of project observations.
