WHO WE ARE:

To support our mission, we are looking for a Title IX Liaison (Ombudsman IV) to join the Vocational Rehabilitation Services, Criss Cole Rehabilitation Center (CCRC) team.


You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.



WHAT YOU WILL DO:
The CCRC Title IX Liaison (Ombudsman IV) reports to the CCRC Director and performs highly complex (senior-level) work on Title IX issues and equal opportunity and serve as a resource to address staff and customer complaints. Work involves researching, tracking, and assisting with resolution of Title IX complaints at CCRC; educating CCRC staff regarding discrimination and sexual harassment prevention; overseeing dispute resolution activities; assisting CCRC staff and CCRC students in resolving conflicts and problematic issues or concerns related to the VR process and service delivery; preparing participants for meetings, hearings, and proceedings; and investigating complaints. Provides organized and clear delivery of written and oral communications to stakeholders. May serve as a team lead providing direction to others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.



YOU WILL BE TRUSTED TO:
-Serve as Title IX Liaison for the Criss Cole Rehabilitation Center, and develops, oversees, and maintains processes for Title IX complaints and reports of sexual harassment, sexual violence, and related allegations of misconduct. 
-Perform Title IX education outreach activities within CCRC to coordinate and inspire interest in program services. 
-Coordinate and performs dispute resolution activities concerning disputes involving CCRC staff or CCRC students. 
-Facilitate information among various parties involved in a grievance, dispute, or complaint. In order to ensure efficient resolution. 
-Research and responds to legislative or other external inquiries, coordinating the VRD Title IX Coordinator/Ombudsman. 
-Work collaboratively with the VR Division’s Title IX Coordinator/Ombudsman to develop, oversee and maintain Title IX complaints and reports of sexual harassment, sexual violence, and related allegations of misconduct.  Ensures informed and consistent communication in policy implementation, provide oversight of investigations and grievance procedures. 
- Recommend solutions to identified areas of compliance exposure, reviews solution implementation, if applicable. 
- Track and provides regular reports to Executive Leadership of complaints, investigation results, and resolutions to complaints.  
- Develop and implement training and prevention 
- Perform related work as assigned and required to meet the mission and goals of the department, division, and the Texas Workforce Commission agency.



YOU ARE A GREAT FIT WITH:
-Experience in conducting Title IX complaint investigations
-Experience in resolving customer complaints and participation in mediation and dispute resolution
-Master’s degree in business administration, personnel management, labor relations, human resources, psychology, sociology, counseling, or related field.
-Three years’ experience in complaint resolution and investigation of complaints
-Knowledge of pertinent laws and regulations and customer service practices or dispute resolution
-Skill in conducting investigations, mediation and dispute resolution, the use of a computer and applicable software, and the use of interpersonal techniques
-Ability to analyze and prepare documents, reports, and correspondence; to investigate complaints; to recognize problems and identify and facilitate solutions; to develop and modify policies and procedures; to communicate effectively; and to work collaboratively with the VR Division’s Title IX - Coordinator/Ombudsman
-Resourceful and detail-oriented
-Knowledge of Title IX, its scope and applicability to recipients of federal funds
-Handles multiple high priority tasks and projects effectively, efficiently, and timely.
-Ability to work independently and as a part of a team.
-Excellent verbal and written communication skills
-Meet schedules and timelines



YOU QUALIFY WITH:
-Graduation from an accredited four-year college or university with major coursework in business administration, psychology, sociology, or a related field is generally preferred plus four years of full-time experience in resolving disputes, complaints and/or grievances, or performing investigations, or counseling, or in paralegal work.
-One year of full-time qualifying experience in claims management, insurance, social work, workers’ compensation, counseling, mediation, or dispute resolution work. may be substituted for each year (30 semester hours) of education.
