POSITION SUMMARY:
Under general supervision performs engineering planning, design, construction, maintenance and operational duties for transportation and utility infrastructure in the right of way, water and wastewater treatment plant facilities and systems, as well as environmental and landfill engineering functions.
ESSENTIAL JOB FUNCTIONS: 

  • Prepares and reviews engineering plans and designs for bridges, roadways, utilities, water treatment plant facilities and systems, wastewater treatment plant facilities systems, as well as environmental and landfill engineering functions
  • Provides engineering analysis, oversight, and management of subordinates on engineering and divisional operations, maintenance and projects
  •  Reviews project plans and specifications to ensure that current codes, standards and regulations are being met
  • Researches and makes recommendations for changes as required for division/department policies, procedures, specifications, regulations, and standards
  • Provides technical support to Engineering Associates to and manages the activities of consultants, contractors, subcontractors and material and equipment suppliers
  • Identifies, researches, analyzes and recommends solutions to engineering problems and complaints brought to the attention of the division
  • Prepares and reviews reports and studies to identify and recommend engineering solutions
  • Prepares proposals and specifications for new construction and facilities repair projects
  • Performs engineering and related studies, analysis, creates technical evaluations, reports, and engineering recommendations
  • Manages design, construction and maintenance projects, monitors payments and change orders to contractors, design changes, and coordinates projects with other divisions and public and private agencies, interprets contract specifications, and provides direction to contractors, consultants, or subordinates
  • Serves as a liaison to and communicates information with affected groups such as City departments, design consultants, utility companies, or other participants pertaining to specific engineering projects
  •  Represent the division at meetings with local, state, and federal agencies, regional planning and technical committees, and public meetings
  •  Prepares grant applications and cost estimates
  •  Communicates with the public as needed regarding engineering projects and operations

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
Level 1 (Hourly Rate-$39.50)
  • Graduation from an accredited college or university with a Bachelor's Degree in Engineering.
  • Must be a registered Professional Engineer in the State of Ohio or have a Professional Engineer license in another state and obtain a State of Ohio Professional Engineer license within one (1) year of hire date.
Additional or Special Requirements
  • For the assignment at the Division of Water Distribution, possession of an Ohio Class I Water Distribution license or greater is preferred.
  • Must possess a valid driver's license.
Level 2 (Hourly Rate-$42.46)
  • Graduation from an accredited college or university with a Bachelor's Degree in Engineering.
  • Must possess two (2) years of engineering experience with Professional Engineer license.
  • Must be a registered Professional Engineer in the State of Ohio or have a Professional Engineer license in another state and obtain a State of Ohio Professional Engineer license within one (1) year of hire date.
Additional or Special Requirements
  • Must possess a valid driver's license.
Level 3 (Hourly Rate- $45.39)
  • Graduation from an accredited college or university with a Bachelor's Degree in Engineering.
  • Must possess five (5) years of engineering experience with Professional Engineer license.
  • Must be a registered Professional Engineer in the State of Ohio or have a Professional Engineer license in another state and obtain a State of Ohio Professional Engineer license within one (1) year of hire date.
Additional or Special Requirements
  • Must possess a valid driver's license.
Level 4 (Hourly Rate-48.39)
  • Graduation from an accredited college or university with a Bachelor's Degree in Engineering.
  • Must possess eight (8) years of engineering experience with Professional Engineer license.
  • Must be a registered Professional Engineer in the State of Ohio or have a Professional Engineer license in another state and obtain a State of Ohio Professional Engineer license within one (1) year of hire date.
Additional or Special Requirements
  • Must possess a valid driver's license.
Level 5 (Hourly Rate-51.33)
  • Graduation from an accredited college or university with a Bachelor's Degree in Engineering.
  • Must possess eleven (11) years of engineering experience with Professional Engineer license.
  • Must be a registered Professional Engineer in the State of Ohio or have a Professional Engineer license in another state and obtain a State of Ohio Professional Engineer license within one (1) year of hire date.
Additional or Special Requirements
  • Must possess a valid driver's license.

Health Insurance
The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.

Ohio Public Employees Retirement Plan 
 
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.

OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K) 
 
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
 
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k) 
 
The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k). 
 
Under the 401(k) plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck before taxation. The City does not make contributions on the employee’s behalf.  (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.
 
Roth 401(k)
   
The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.  
 
Under a Roth 401(k) Plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck on a post-tax basis.   Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
