The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Information Technology Specialist 2 (Programming) serves as a specialist within the EMS Business Applications Unit under the Bureau of EMS Administration. This position is responsible for programming, maintaining, and integrating critical EMS Business Applications and IT systems that support statewide EMS operations, emergency management, and healthcare data systems. This role ensures seamless system integration, business intelligence support, and technical enhancements to improve EMS operational effectiveness and emergency response coordination statewide.Duties inclulde:
Application Development, Programming, and Testing (35%): Write, debug, and optimize programs based on approved specifications, ensuring efficient and reliable system functionality; Develop and execute unit, component, and system test plans in collaboration with users and IT staff; Identify and resolve issues during testing to improve system reliability and performance; Define technical standards and develop application workflows in consultation with internal and external stakeholders.
System Implementation, Maintenance, and Networking (30%): Implement new or revised systems, ensuring compliance with agency security measures and documentation standards; Conduct system maintenance, including troubleshooting and emergency corrections for operational errors or evolving requirements; Configure and maintain IT systems, including mobile routers, gateways, computers, tablets, and communication equipment used in EMS operations; Ensure secure and stable connections between mobile devices, data management systems, and communication infrastructure.
System Integration and Security (20%): Integrate EMS business applications with other healthcare and emergency management platforms; Ensure system security through access controls, data encryption, and compliance with cybersecurity standards; Participate in system risk assessments, identifying and mitigating potential vulnerabilities; Collaborate with IT and radio communication specialists to ensure seamless interoperability of critical systems.
Documentation, User Support, and Training (15%): Develop and maintain technical documentation, including configuration guides, troubleshooting procedures, and user manuals; Provide hands-on user training and technical support to ensure effective utilization of IT systems; Assist with help desk activities by diagnosing and resolving system issues to minimize operational disruptions.
The minimum qualifications required for this vacancy. Minimum Qualifications Permanent Transfer Candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Information Technology Specialist 1, or current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title allocated to G-12 or higher and eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.
Non-Competitive via NY HELPS: 60 semester credit hours including or supplemented by 15 semester credit hours in computer science; or one year of experience in information technology. Qualifying Experience: artificial intelligence; automation; business/systems analysis; cloud computing; computer installation; diagnosis and repair; computer programming; cybersecurity/information assurance; data analytics; database administration, design and management; design and development of geographic information systems; design and development of computer aided drafting applications; digital forensics; informatics; information technology; IT customer support and training; interactive user experience (UX); internet/intranet development, design, and maintenance; knowledge management; network management; program design; program testing; project management; server management; storage management; systems management; technical writing; telecommunications; virtual technology.
Preferred Qualifications: Certifications / Licenses: Industry-recognized IT certifications (e.g., CompTIA Network+, IT Security Certification, Microsoft Certified: Azure Developer Associate, IT Service Management Certification) are preferred; Certifications in project management or system administration are desirable.
Experience: Minimum of two years of experience in IT systems programming, application development, systems maintenance, or IT infrastructure support; Experience developing web applications using JavaScript, jQuery, HTML5, CSS, JSON, XML, XSLT, and third-party libraries; Experience working with RESTful services, APIs, and third-party applications for data integration; Experience with emergency communication systems, public safety IT infrastructure, or emergency management systems is desirable.
Knowledge / Skills / Abilities: Proficiency in coding, debugging, system integration, and network configuration; Strong understanding of IT infrastructure, mobile device management, communication equipment, and data networking; Knowledge of security protocols, access controls, and web application security best practices; Excellent troubleshooting and problem-solving skills, especially in high-stakes or emergency environments; Ability to work collaboratively with engineers, technical staff, and stakeholders in a fast-paced environment.
Additional comments regarding the vacancy. Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
