GENERAL DESCRIPTION: 


This position oversees maintenance staff who are responsible for the maintenance of State of Wyoming facilities. Facility maintenance includes both interior and exterior duties to ensure safe and efficient operations. This position assists the Buildings and Grounds Manager with daily assignments and operations to ensure a safe and efficient work environment. This includes assisting with the creation and maintenance of the Buildings and Grounds strategic plan, scheduling specific daily projects for staff, assisting with coordinating agency needs and follow-up, and monitoring state facilities to identify projects both on a short and long-term basis.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

 
  • Creates and maintains building and grounds strategic master plan including planning, designing, budgeting, and implementing construction projects, long-term maintenance, equipment inventory, and remodeling.
  • Writes specifications and gets bids from contractors/vendors for projects; oversees contractors on projects.
  • Prepares and maintains required documentation and records.
  • Coordinates with vendors to ensure availability of equipment and supplies.
  • Maintains up-to-date knowledge of city ordinances and ensures compliance.
  • Participates in the hiring, scheduling, and evaluating of employees.
  • Responsible for overseeing and conducting the State of Wyoming performance appraisal reports (PMI).
  • Creates, maintains, and trains staff on safety policies and procedures.
  • Provides oversight of special functions and ceremonies including Cheyenne Frontier Days, holiday functions and ceremonies as well as special Executive Branch and Legislative needs. 

Qualifications


PREFERENCES: 


Preferences will be given to those with the following certifications and/or licenses: 

  • Arborist Certification 
  • Wyoming Commercial Pesticide Applicators License 
  • Experience as a Heavy Equipment Operator


KNOWLEDGE: 

 
  • Knowledge of problem-solving and handling many priorities in directing work tasks and projects; in managing projects, supervising, coordinating, and directing employees to accomplish planned goals and objectives

 
MINIMUM QUALIFICATIONS:
 

Education:
Bachelor's Degree (typically in Management)
 
Experience:
1-2 years of progressive work experience (typically in Building and Grounds) with acquired knowledge at the level of a Building and Grounds Supervisor I
 
OR
 
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Building and Grounds) with acquired knowledge at the level of a Building and Grounds Supervisor I

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:

 

  • Exposure to hazardous materials, chemicals, bio-hazards, potential explosives, and the elements.
  • Must be able to drive vehicles, and operate large complex cleaning and grounds maintenance equipment.
  • Working in extreme weather conditions. 
  • Must be able to lift up to 50 pounds.
