Required Skills:
Prefer B.A. in psychology, human services, criminal justice, or related field; or an equivalent combination of education and experience totaling four years may be substituted. Minimum required A.A. in psychology, human services, criminal justice, or related field; or an equivalent combination of education and experience totaling two years may be substituted.


Must demonstrate competency in the completion of the above-noted job responsibilities.


Comprehensive knowledge base and comfortable working with issues related to sexual violence on an individual and community level.

Job Description:
The County Supervisor oversees daily operations within the three-county service area of Beltrami, Clearwater, and Hubbard County. Primary responsibilities of this exempt position include: developing organizational programs; interviewing, hiring, and managing all assigned county program/victim service staff and interns; developing and maintaining community relationships; producing monthly statistical, demographic, and narrative board reports; facilitating training, professional development and performance evaluations to help staff reach their individual and program goals; and, helping plan and facilitate monthly All Staff and assigned county Staff Meetings. While based in Bemidji, this position requires regular travel to other Support Within Reach offices, including Walker, Park Rapids, Bagley, and Grand Rapids, MN.

Pay: 56,243.20 Salary



Office Location: Primary workspace is in Bemidji, MN, although this position will travel to various parts of the assigned county service area each month.





Areas of Responsibility:



Ethical & Professional Behavior


Represent the agency’s mission and values with community partners, funders, clients, staff, and others you interact professionally with.


Maintain a respectful, non-judgmental demeanor towards employees, clients, and community members.


Maintain client confidentiality when client/case requires sharing of client/case information obtained and continually monitor appropriate signed releases for each patient.


Provide compassionate and empathetic services while maintaining clear professional relationship boundaries.


Comply with mandatory reporting and client confidentiality criteria as defined by law.


Participate in goal setting for the agency and exhibit open communication and teamwork with other staff members and the leadership team.


Attend all relevant staff meetings, administrative meetings, case consultations, and strategic planning sessions, and participate in group decision-making. Attend 0ther meetings as requested.


Maintain accurate records of client contacts and presentation forms and complete the necessary paperwork promptly.


Share in & support other staff in general office duties as needed, such as answering phones, filing, photocopying, clean-up, etc.


Participate in projects and special assignments as approved by Executive Director.




Program Supervisor


Provide supervision, support, and professional development to Support Within Reach staff.


Provide personal assistance to sensitive matters in the assigned service area.


Document and resolve staff issues, accept/decline requests for time off, authorize purchase orders, and complete all employee paperwork, including hiring, termination, annual review, and other staff-related documents/concerns.


Confer with/update the Executive Director regarding job postings, applicants, new hires, discipline, Workers' Compensation incidents, and ongoing personnel matters.


Every month, offer feedback to the Executive Director on areas concerning staff, client, and program needs.


Orient new staff: 40-hour training, policy books, and individual client and program procedures according to the training checklist.


Develop individual staff in program areas, development goals, personal leadership, and agency structure.


Coordinate office, including scheduling and facilitating monthly all-staff and district one staff meetings, creating and distributing yearly office holiday schedule, monthly staff on-call backup schedule, office event schedule, and post office holiday signs.


Hold program meetings with each assigned staff (a minimum of monthly) and share staff success or concerns with the Executive Director.


Understand and work within grant agreements and budgets about programming and staff duties.


Act as assigned county Cap60 administrator – make minor changes with approval in software program, reconcile victim services and prevention statistics monthly, and train new staff on how to use the software.


Create a monthly board report and submit it to Executive Director.


Hold daily check-in meetings with staff to discuss daily schedules, encourage teamwork, review new cases, etc.


Assure the thorough, timely completion and submissions of all reports are submitted to the Executive Director for final approval – specifically victim service statistics, prevention statistics, and victim service/prevention evaluation results.


Ensure yearly updates for the Therapist List, Attorney Referral List, staff resource library, and client resource library.


Oversee petty cash, bus vouchers, and client emergency funds for the assigned county.


Work with staff to ensure office fundraising events are organized and carried out according to previous efforts (5k Walk/Run and Walk a Mile in Her Shoes).


Maintain an excellent working knowledge of all rules and regulations the program is governed by (MNCASA and SWR).




Victim Support & Advocacy Services


Maintain a caseload of no more than two clients. Be prepared to refer cases to another staff when needed delicately.


Provided staff information, support, and professional development regarding victim support and advocacy services, including confidentiality and mandated reporting.


Provide crisis intervention and direct services to primary and secondary victims/survivors of sexual violence, including support, information, referrals, systems advocacy, arranging transportation, and emergency services when other advocates are unavailable or as part of a regular on-call after-hours rotation.


Provide criminal court/legal advocacy services, including assistance filing OFP/HROs, attending court hearings with clients, and supporting clients during law enforcement interviews when other advocates are unavailable or as part of a regular on-call after-hours rotation.


Assist in coordinating sexual violence client services with staff advocates and volunteers, including coordinating schedules and staff crisis line coverage to ensure client access to services.


Inform the Executive Director of programming issues, trends, needs, and concerns related to the agency’s overall functioning in the county.


Ensure that statistics/reports are maintained and completed promptly for monthly board meetings, quarterly, mid-year, and annual reports for grant writing.


Take crisis line/backup responsibilities on a rotating basis.


Coordinate with staff to ensure agency participation in special events, such as county/health fairs, Sexual Assault Awareness Month, Stalking Awareness Month, Child Abuse Awareness Month, Crime Victim Rights Week, etc.


Other duties as assigned by the Executive Director.




Community Relations


Network with the various systems with which advocacy takes place and represent SWR at various multi-disciplinary meetings.


Coordinate and assist with community education and professional training, including distributing posters, brochures, cards, and other publicity as needed (monthly).


Network with community agencies to inform them of services, encourage referrals, and train as necessary


Complete speaking engagements and evaluations.


Attend statewide networking meetings as appropriate.




Professional Development


Stay current with legislative changes and policies affecting agency service areas.


Continuing education – maintain a minimum of 10 hours per year. Up to 5 hours per year can be by personal education (videos, books, and consultations).


Participate in staff in-services – annual training update and special topics as relevant.
