The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the direction of the Data Analyst 3 and Business Systems Analyst 4, the Data Analyst 2s will conduct data analysis tasks, which may include data cleaning, data transformation, data modeling, and data visualization.
Specific duties include, but are not limited to, the following:
• Assist in generating reports and creating visualizations to present data analysis findings. This includes organizing and formatting data in a clear and concise manner, creating charts and graphs, and summarizing key findings for presentation to stakeholders.
• Responsible for collecting and integrating clinical and behavioral health data from various sources, such as electronic health records (EHRs), patient surveys, and behavioral health assessment tools. This may involve working with data extraction tools, cleaning, and transforming data, and ensuring data quality and integrity.
• Assist in the coordination and implementation of United State Core Data for Interoperability (USCDI) Data Sets across OMH’s larger application portfolio.
• Ensure the accuracy and integrity of data by performing data quality checks and validations. This includes identifying and resolving data inconsistencies, conducting data audits, and implementing data quality improvement measures.
• Assist in integrating data from different sources to create a unified view of the data. This involves working with data integration tools and platforms, mapping data fields, and ensuring data compatibility and consistency.
• Assist in the analysis of clinical and behavioral health data to evaluate the effectiveness of interventions, treatment plans, and programs. This involves measuring clinical outcomes, monitoring patient progress, and identifying areas for improvement in patient care and treatment outcomes.
• Report to and collaborate with team members to understand data requirements, discuss analysis approaches, and share insights and findings.
• Collaborate with healthcare professionals, including clinicians, psychologists, and behavioral health specialists, to understand their data analysis needs and provide them with relevant insights. This may involve participating in multidisciplinary team meetings and working closely with stakeholders to address their data-related questions and concerns.
• Complete documentation on data analysis processes, methodologies, and findings for future reference. This includes maintaining documentation of data sources, data transformations, and analysis steps to ensure reproducibility and transparency.
• Provide support the CMIO in any priority data analysis activities. This includes assisting in data collection and preparation, conducting preliminary analysis, and providing insights and recommendations based on your analysis.
The minimum qualifications required for this vacancy. Minimum Qualifications Non-competitive: one year of permanent service as a Data Analyst 1 OR a bachelor’s degree* in data or computer science, informatics, economics, statistics, mathematics, or a related field, and three years of experience in data visualization, and statistical models and data mining tools
A master’s degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.

Preferred Qualifications:
• Proven experience with EHR systems, particularly those tailored for behavioral health (e.g., Epic’s Behavioral Health module, Cerner, All Scripts, NetSmart).
• Knowledge of EHR implementation processes, including data migration, mapping, and validation specific to behavioral health data.
• Familiarity with behavioral health terminology, diagnoses, and treatment modalities.
• Understanding of specific regulatory requirements and standards for behavioral health (e.g., 42 CFR Part 2, SAMHSA guidelines, NYS Mental Hygiene Law Part 14).
• Experience working with behavioral health metrics and outcomes, including measures of patient engagement and treatment efficacy.
• Comprehensive understanding of healthcare regulations and standards (e.g., HIPAA, HITECH, FHIR) as they pertain to behavioral health data.
• Awareness of the unique challenges and data needs within behavioral health practices, such as tracking patient referrals, treatment plans, and outcomes.
• Experience designing and executing data quality assessments, particularly focused on behavioral health data integrity and reporting.
• Experience in managing or supporting large-scale data projects within behavioral health organizations.
• Demonstrated ability to identify data-related issues specific to behavioral health and develop effective solutions.
• Experience in troubleshooting EHR-related data discrepancies, particularly those impacting behavioral health outcomes.
• Familiarity with specialized behavioral health data systems, reporting tools, and data sets (e.g., ASAM Criteria, DSM-5, ICD-10, USCDI, etc).
• Experience in integrating behavioral health data with other healthcare data systems (e.g., physical health records, social determinants of health).
• Experience facilitating training sessions or workshops on data utilization and EHR features related to behavioral health.
