Classification Description Summary

Under general direction, performs professional level information systems network and business analysis duties in the development, installation and maintenance of computers, networks and application software; administers and maintains network file servers, personal computer systems, and local area networks; and performs a variety of technical tasks relative to assigned areas of responsibility.

DISTINGUISHING CHARACTERISTICS

Employees within this class are distinguished from the Senior Network Analyst by provision of support and operation of central computer and network resources, and first level hardware and software support for desktop computer users. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Upgrade network desktop based systems and correct errors to maintain network and desktop after implementation.

Install software packages; replace defective or inadequate software packages.

Configure and manage all network equipment and settings, including switches, routers, wireless WAN equipment, and VoIP equipment.

Administer all network security, including firewalls and antivirus programs.

Build, update, back up, maintain, and administer servers.

Respond to client inquiries concerning systems operation; diagnose system hardware, software and operator problems.

Maintain contact with vendors and contractors to secure network products and services.

Instruct users in the proper use of equipment and software.

Recommend or perform remedial actions to correct problems.

Coordinate activities with help desk, network services or other information systems groups.

Provide top level support for all computer and network systems.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operational characteristics of various network and desktop operating systems.

Operational characteristics of various computer programs, software packages and programming languages.

Operational characteristics of various communications protocol.

Methods and techniques of system analysis, design and programming.

Methods and techniques used in the installation, trouble shooting, upgrading and problem resolution of information systems hardware, software and peripheral devices.

Principles and practices of computer science and information systems.

Principles and practices of information systems programming and software installation.

Pertinent federal, state and local laws, codes and regulations.

Ability to:

Prepare detailed descriptions of user needs and steps required to develop or modify computer programs. 

Analyze user requirements, procedures and problems to automate processing or improve existing computer system.

Conduct studies pertaining to development of new information systems to meet current and projected needs.

Adapt to changing technologies and learn functionality of new equipment and systems.

Review network and computer systems capabilities to determine if requested applications or application change is possible.

Plan and prepare technical reports, memoranda and instructional manuals as documentation of program development.

Upgrade network systems and correct errors to maintain system after implementation.

Work in a team based environment to achieve common goals.

Coordinate multiple projects and complex tasks simultaneously.

Meet the physical requirements to safely and effectively perform the assigned duties.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines -Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

A Bachelor's degree from an accredited college or university with major course work in computer science, information systems, or a related field.

Experience:

One year of increasingly responsible experience in network operating systems.

License or Certificate:

Possession of an appropriate, valid driver's license.

Environment: Work is performed primarily in a standard office setting with some travel from site to site.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
