About the Job



The Center for Regional and Tribal Child Welfare Studies, within the University of Minnesota Duluth Department of Social Work, prepares students to become effective child welfare practitioners, particularly in working with American Indian families. The Center partners with tribes, county agencies and others in Minnesota to help improve American Indian child welfare practice and reduce the disparities experienced by families in the child welfare system. The Associate Director leads the Center in developing new programs, oversees and supports the implementation of current programs, develops and maintains relationships within the University and without, particularly with county and tribal communities, ensures administrative compliance with University and sponsor policies, and supports faculty and staff administratively as needed.
The salary range for this position is $72,000 - $76,000 depending on experience and qualifications.
Job Duties
Program Development and Implementation (60%)
Lead the process of developing new programming and resources for the Center for Regional and Tribal Child Welfare Studies.
Manage and coordinate the day-to-day administration of the Center.
Prepare, submit, and manage new grant proposals, contracts, external sales agreements.
Lead the budgeting processes for grants, contracts, external sales and ensure budgets are accurate according to staff effort and sufficient to support all Center staff and activities.
Oversee grant implementation to ensure compliance with sponsor and University requirements.
Oversee and complete human resources processes for all Center grants and contracts.
Ensure excellent communication between projects and Center staff through facilitating Center meetings, and other means.
Research funding opportunities on an ongoing basis.
Ensure clear understanding of tribal child welfare needs through direct engagement and consultation with tribal nations to develop new areas of support within the Center.
Establish effective relationships with community partners for Center programming.
Liaise with University departments and external groups such as grant and contract sponsors, the State of Minnesota Department of Human Services and others for programming and administration.
Work closely with the Tribal Training and Certification Partnership (TTCP) to ensure excellent ongoing collaboration, resource allocation, and strong working relationships.
Financial Reporting, Contracts (15%)
Prepare and/or approve financial reports for sponsored financial reporting.
Develop, monitor, and complete internal and external contracts.
Monitor all grant, contract and University budgets and report information to PIs and Project Directors.
Prepare and/or approve financial requests (POs, invoices, PCards, payroll accounting, etc.) based on University and Federal policies.
Upward Bound Vision Quest (UBVQ) (15%)
Support UBVQ Director and staff in overall project implementation.
Provide financial and human services support, particularly oversight of temporary staff hiring processes and procedures.
Assist with summer program planning and implementation as needed.
Attend UBVQ meetings as needed.
Non-grant/contract/ Other (10%)
Provide budgetary and administrative support to department faculty and staff.
Represent the Center in department and college meetings as appropriate.
Other duties as required.

Qualifications



Required Qualifications
Requires BA/BS with at least 6 years of related experience (non-profit management, education, social services, etc.)
Financial management experience
Grants / contracts management experience
Preferred Qualifications
Master's degree in a related field
Grant writing experience
Higher education administration experience
Proven ability to develop relationships with diverse communities and people, especially American Indians
Understanding and sensitivity to cultural diversity
Evidence of strong interpersonal skills
Demonstrated effective planning and organizational skills
Excellent communication skills, written and verbal
Supervisory experience
Experience working with multiple and diverse projects
