The position implements statewide processes of the DNR Facility Management Program services for the Central Region. The position is responsible for maintenance and construction projects, developing annual work plans, facility condition assessments, property remediation and disposition, and project management. The position provides leadership and direction so that facility program services are implemented in a safe, cost effective, customer focused, and sustainable manner in partnership with current Central Region facilities staff.
Responsibilities include:
Assess DNR buildings and infrastructure and coordinate with site managers and other DNR staff to develop a maintenance project prioritization list.
Prepare remodeling, repairs, construction documents, plans, and specifications for maintenance of buildings and infrastructure in coordination with annual work plans, prioritization, and budgets.
Administer vendor contracts to ensure compliance with State and Department policies, procedures, and specifications.
Record assessments, infrastructure inventory, and project status in the statewide database. This includes: buildings, wells, waste water systems, HVAC, roofing, siding, electrical, plumbing, and limited site infrastructure.
Work with DNR staff, Facility Program staff, and management to ensure state buildings and infrastructure are safe, well maintained, and useable for their intended purpose.
This position has a flexible work arrangement and may be eligible to telework on a full or part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement.
This position will require travel to sites and facilities in the region to carry out responsibilities.
Minimum Qualifications
Associate's degree in Facilities Management, Construction Management, Construction Technology, or related field; AND 3 years of experience managing, planning, or coordinating building construction, maintenance, and repair. OR
5 years of experience in facilities or construction trades including experience managing, planning, or coordinating building construction, maintenance, and repair projects.
Ability to develop technical specifications and cost estimates for projects.
Project management skills sufficient to manage construction projects from inception to close out.
Human relations skills sufficient to interact with contractors, vendors, customers, and co-workers in a tactful, cooperative, timely, and professional manner.
Knowledge of building components, related mechanical systems, state building codes, and construction methods.
Experience in scheduling projects and preparing detailed cost estimates.
Knowledge of construction contract procedures sufficient to administer construction contracts.
Working knowledge of both word processing and spreadsheet computer software programs such as Microsoft Word and Excel.
Thorough knowledge of safety procedures and OSHA guidelines.
Ability to read and interpret construction plans and specifications.
Must be able to demonstrate skills sufficient to communicate with individuals and groups to resolve conflicts and to effectively communicate program decisions, changes, and other relevant information.
Preferred Qualifications
Bachelor's degree in Facilities Management, Construction Management, Construction Technology, or related field.
Experience as a manager of construction, chief estimator, or related construction experience.
Experience with assessing and improving building performance to enhance energy efficiency, indoor air quality, comfort, and operating costs.
Experience in construction inspection and making recommendations for repairs.
Knowledge of the State’s budget, contracts, bidding, and procurement procedures sufficient to assure compliance with applicable policies and procedures.
Experience with Archibus or another facility management database system.
Additional Requirements
This position requires an unrestricted Class D Driver's license with a clear driving record.
