About the Job




Hennepin County and the University of Minnesota launched the Hennepin-University Partnership (HUP) in 2005 to catalyze and support innovative County-University collaborations. Hundreds of collaborations related to policy research, sharing of expertise, and student projects have occurred since. HUP is a program of the University's Center of Urban and Regional Affairs (CURA) and is staffed by 2.25 FTEs. The HUP senior project manager reports to the HUP Director, though works closely with Hennepin's Strategic Planning Department.
The senior project manager operates with minimal guidance from the HUP director and achieves progress by supporting and managing strong working relationships with both partners. This position assists the director in formulating and executing HUP strategy and objectives, guided by an understanding of the politics, policies, and strategies of the University and Hennepin County. This position also draws on project coordination andproject management skills to effectively maintain collaborations and support cross-sector collaborations in a complex environment. The senior project manager is also responsible for ensuring smooth day-to-day operations of HUP, while working with the HUP director to develop longer-term initiatives that support Hennepin County and University of Minnesota strategy.
Job Duties
Project Management and Strategy Development Tasks (50%)
In close partnership with HUP Director and Hennepin County Leadership, this position will:
Manage HUP projects that require high levels of functional integration. At times this includes leading regular meetings with project teams to establish priorities, review progress, identify and resolve issues including distribution of updates and ensuring next steps are complete.
Ensure alignment of shared resources and project success by proactively engaging interest holders, managing expectations, and evaluating resource requirements/utilization.
Assist and track cross functional teams to achieve project objectives. This may include tracking and reporting appropriate project metrics.
Communicating with multiple audiences to protect and promote the reputation and brand of HUP, including active issue management.
Facilitate complex group dialogue with cross-sector groups, which may include convenings and HUP Mixer events.
Communicate with the director and University of Minnesota and Hennepin County stakeholders regarding the status of specific student programs or HUP projects.
Pursue collaborative opportunities where there is mutual alignment and interest between Hennepin County and the University of Minnesota to partner on projects or activities.
Help with efforts to develop faculty with interest and capacity to partner.
Collaborating with and serving as liaison to University of Minnesota and Hennepin County faculty, staff and administration.
Assist in running of weekly full team meetings.
Key Program Tasks (40%)
Manage the HUP Evaluation Assistantship and Collaborative Research Assistantship programs:
Plan and lead regular programming for graduate assistants; coordinate other forms. of student support and development.
Promote the programs to county staff and university students.
Manage project selection, student applications, and hiring processes.
Track project work and ensure that supervisors and students have a good experience.
Communicate updates and outcomes of the programs.
Manages support for internal program projects (e.g. metrics tracking, annual report, development of materials, GRA interviewing and hiring).
Key Operational Tasks (10%)
Monitor and report on progress of collaborative projects and programs using database tools.
Maintain documentation of partnership processes.
Provide rapid email response to external requests and questions.

Qualifications



Required
BA/BS plus at least six years of experience, or Master's Degree plus at least four years of hands-on experience and understanding of project implementations, project structure, project life-cycle, and best practice standards.
Ability to work independently, as a part of a team, and with changing priorities
Excellent interpersonal and communication (written and verbal) skills, including the ability to communicate with diverse technical and non-technical groups, spanning various organizational levels.
Commitment to positive team dynamics, and creating a diverse, equitable, and inclusive environment.
Ability to support projects and programs in a fast-paced environment within scope, timeline, and budget.
Strong attention to detail and organizational skills.
Experience working with Hennepin County.
Strong skills in creativity, problem solving, and adaptability to changing priorities.
Project management experience, planning, problem-solving and decision-making skills.
Commitment to fostering and advancing diversity, equity, inclusion and justice.
Preferred
Qualitative and quantitative analysis skills including the ability to collect, interpret and analyze information.
