SUMMARY
The Tribal Court Administrator assists in planning, developing, and implementing judicial policies designed to improve the efficiency and effectiveness of court operations and is responsible for the management of the court’s daily administrative operations. The Tribal Court Administrator assists in directing and coordinating tasks and assignments. This position is responsible for safeguarding the public and private image of the court by promoting professionalism with the court system and avoiding participation in any activity that would reflect adversely upon the judges or the court.
ESSENTIAL DUTIES AND RESPONSIBILITIES
A. Supervision and Authority
• This position reports to the Legal Director and does not supervise any positions.
B. Responsibilities & Duties
Fiscal Management:
Manage financial management activities, including budget preparation, fiscal report preparation, and establishment of a uniform system of accounts and vouchers. Maintain fiscal records and develop and monitor financial control procedures.
Case-flow and Calendar Management:
Assist the Chief Judge and Court Clerks in analyzing and evaluating pending caseloads, assist in establishing scheduling priorities and time requirements, monitor case scheduling and case assignments, and recommend improvements to reduce case backlogs and delays.
Information and Data Processing Management:
Manage the court’s record and management information system. This includes analyzing, evaluating, and implementing appropriate manual or automated systems to assist the court, collecting statistical information needed to manage operations, and preparing required or requested reports or presentations.
Space and Equipment Management:
Plan physical space, needs, and requirements by establishing standards and procedures for purchasing and managing equipment, supplies, and services at an optimum.
Public Information Management:
Act as a reception center and information source for persons doing business with the court by developing public information programs. Maintain a file of all complaints received by the
Judiciary and recommend methods to the Legal Director for responding to such complaints or inquiries.
Records and Reports Management:
Create and manage uniform record-keeping systems and forms. Collect and publish data and reports on pending and completed judicial business and internal functions of the Tribal Judiciary, including annual reports to the Tribal Council and for grant purposes.
Research, Planning, and Advisory Services:
Problem identification, including proposed changes in codes, regulations, and court rules affecting the Judiciary, recommended administrative changes in forms, procedures, and practices. Maintain contact with Elders and assist them to attend committee meetings, court hearings, or other events as necessary to advise the Tribal Court
Liaison and Intergovernmental Relations:
Act as a liaison to other governmental agencies such as the prosecutor, public defender, police, other state court systems, Federal Bureau of Investigations, and Tribal Council.
Administrative Services to the Court:
Assist the Judiciary in planning and scheduling meetings for the judges and staff. Prepare agendas and materials for such meetings, attend such meetings, and maintain appropriate records of proceedings; arrange conferences and seminars for judges; and assist with drafting proposed court rules.
Meetings, STA Reporting and Professional Conduct
• Maintain strict confidentiality of all court records.
• Respond to questions/comments in a courteous and timely manner.
• Keep Tribal Court Judges informed about case status, hearings, calendar, and upcoming issues.
• Keep the supervisor informed about projects and duties via staff meetings and/or individual meetings or communications.
• Prepare monthly written reports detailing activities during the reporting period. Prepare Annual
Report and other reports as requested by supervisor.
• Maintain close and respectful communication with Judges, Legal Department staff, and Social
Services staff and participate in regular staff meetings.
• Participate in meetings with the Social Services Department as requested.
• Attend STA all staff meetings. Participate in STA all-staff events, which may occur after hours or on weekends, including but not limited to the Annual Picnic, Annual Meeting, Children's
Christmas Party, and Annual Native American Heritage Month activities.
• Provide clerical support to the Legal Department as needed.
• Represent the Sitka Tribe of Alaska and maintain positive relations with other tribal, state, federal, and local governments, public agencies, Tribal Citizens, the public, and the media.
• Treat STA Council, staff, Tribal Citizens, and the public in a respectful manner.
• Perform other duties as assigned.
