Position Description
The Anoka County Elections Department within the Property Records and Taxation Division's mission is to embrace innovation to provide exceptional property tax, land records, vital records, and election services. The department has an immediate opening for Lead Election Specialist who will perform various duties. Some of the critical responsibilities of this position include oversee the daily activities of a team responsible for election administration tasks required to deliver a comprehensive voter registration and election services program to the residents of Anoka County.
This is a full-time, non-exempt, on-siteposition. Interviews will take place the week of April 1, 2024, for those selected to move forward in the hiring process.
Pay & Benefits

Salary: $54,018 to $63,461 ($25.97 to $30.51 per hour).

2024 Anoka County Salary Schedule Grade 30. $54,018 to $72,904 ($25.97 to $35.05 per hour).

Work Location

This position will work at the Anoka County Government Center, located at 2100 3rd Avenue in Anoka.

Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m.

Some evenings and weekends are required in conjunction with, and on, election days. Vacation time may be limited, due to election needs.
Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Lead Election Specialist.

Lead, implement, and evaluate the technical components of the electronic roster system (poll books). Develop training materials and guides to facilitate the use of poll books; troubleshoot poll book issues and provide support to cities and election judges.

Lead and administer the Anoka County Absentee Ballot Board, including scheduling of election judges, managing the daily accepting/rejecting of absentee ballots (to include daily auditing), processing and counting team logistics and instructions, and the compilation and aggregation of statistics.

Administer polling place operations for odd year elections, including staffing, site identification, and supply deliveries.

Plan and lead the absentee voting for healthcare facilities, including training of election judges, scheduling, and preparing materials.

Lead the daily operations of and work alongside a team evaluating, monitoring, and verifying voter registration applications.

Oversee research on voter registrations for possible voting violations. Ensure accurate voter records.

Review driver's license and social security verification process administrated through statewide voter registration system.

Oversee absentee ballot applications and ensure proper inventory levels of absentee materials.

Communicate with voters and municipal clerks.

Verify the logic and accuracy of each voting system prior to every election.

Provide leadership, coaching, and/or mentoring to a subordinate group, and may act as a lead providing daily work direction and managing timeline of weekly activities depending on assignment.

Respond to escalated technical support requests. Resolve access issues. Develop and provide user training.

Lead the planning, organization and administration of all voting equipment system components, software, firmware, and associate devices.

Program and schedule testing of memory cards, ballet counters, and ballot marking devices using specialized software
Qualifications and Requirements:
Minimum Knowledge, Skills, and Abilities Needed

Requires a bachelor's degree and at least 6 years of job-related experience

In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis

Successfully pass driver's license background check
Preferred Knowledge, Skills, and Abilities Needed

Degree in Accounting, Planning, Political Science, Psychology, Public Administration, Sociology or related field

Strong verbal and written communication skills

Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness

Hearing abilities required for general and phone communication, signals, and machine sounds

Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work

Occasional lifting of 10-50 lbs.

Equipment used includes computers, phones, and standard office equipment

Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle
