The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Information Technology Specialist 3 (Programming) serves as the EMS Business Applications Unit Chief within the Bureau of EMS Emergency Management. This position is responsible for overseeing the implementation, management, and maintenance of critical EMS business applications, health emergency management systems, and data integration solutions. The Unit Chief ensures system functionality, security, and seamless integration across platforms, supporting emergency response operations, data modernization efforts, and user needs. This role also provides leadership, technical direction, and oversight of IT specialists, ensuring that systems are optimized to enhance EMS operations, healthcare resource tracking, patient management, and emergency responder coordination. Duties inclulde:
Supervision and Leadership (25%): Manage and provide direction to Unit staff, ensuring alignment with organizational objectives and priorities; Oversee staff assignments, performance evaluations, and professional development opportunities; Foster a collaborative and innovative work environment that enhances operational efficiency; Provide technical guidance and mentorship to IT specialists and support personnel.
Management and Maintenance of EMS Business Applications (25%): Oversee the implementation, management, and functionality of EMS business applications, including the trauma patient registry, EMS patient registry, electronic patient care reporting portal, statewide EMS and Trauma licensing system, Web Emergency Operations Center Software, healthcare resource tracking, patient tracking, and responder management systems; Ensure the reliability, security, and performance of systems critical to emergency management, healthcare data tracking, and operational response; Maintain and troubleshoot integrated data analytics platforms, ensuring accurate and timely data reporting; Collaborate with stakeholders to align system capabilities with operational and policy-driven requirements.
System Integration and Security (20%): Develop and maintain API connections and other automated data feeds between EMS business applications and other healthcare/emergency management platforms; Ensure system security compliance, including user access controls, encryption, and adherence to state and agency cybersecurity policies; Conduct regular risk assessments and implement proactive solutions to mitigate system vulnerabilities; Coordinate with IT security teams to implement best practices for data integrity, privacy, and access management.
Application Programming and Maintenance (20%): Lead the design, development, coding, testing, and debugging of new or revised EMS business applications and emergency management systems; Develop and review high-level and detailed application designs, including functional specifications for data input, processing, and reporting; Monitor system performance and scalability, implementing changes based on operational needs, user feedback, and evolving requirements.
Documentation, Training, and Support (10%): Create and maintain system documentation, including user manuals, configuration guides, and troubleshooting procedures; Develop and conduct training programs to support user proficiency in EMS applications and IT systems; Oversee help desk activities, ensuring prompt resolution of system issues and maintaining continuous system performance.
The minimum qualifications required for this vacancy. Minimum Qualifications Permanent Transfer Candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Information Technology Specialist 3, or current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title allocated to G-21 or higher and eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.
NY HELPS: Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.
Preferred Qualifications: Certifications / Licenses: Industry-recognized certifications in information technology, cybersecurity, emergency management, IT security, or IT service management are preferred; Certifications in project management or system administration are desirable.
Experience: Minimum three to four years of experience developing web applications using JavaScript, jQuery, HTML5, CSS, JSON, XML, XSLT, and third-party libraries; Experience working with RESTful services, APIs, and third-party applications for data integration and web application security; Experience developing or managing Microsoft SQL Server or other relational database systems; Experience with emergency management systems, healthcare records systems, or public safety IT infrastructure is desirable.
Knowledge / Skills / Abilities: Expertise in data analytics tools (e.g., Tableau, Power BI), database systems, and API development; Strong leadership and team management skills, with the ability to oversee IT specialists and support personnel; Proficiency in programming, troubleshooting, and modernizing complex IT systems; Excellent organizational, analytical, and communication skills.
Additional comments regarding the vacancy. Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
