EMP STATUS: Full Time

FLSA STATUS: Non-Exempt

NORMAL WORK HOURS: 7:30 A.M. to 3:30 P.M., Monday through Friday

General Purpose of Job

This is advanced skilled work in the overhaul, heavy-duty maintenance, fabrication and repair of automotive, trucks, construction and related equipment.  Work of this class involves responsibility for performing advanced skilled tasks in the overhaul, maintenance and repair of gasoline and diesel driven automotive heavy duty trucks and construction equipment including automobiles, pickup trucks, heavy duty trucks, tractors, loaders, sewer maintenance equipment, air compressors, pumps and all other related equipment.  Performs administrative duties and building/grounds maintenance.  An employee of this class must be able to perform tasks independent of supervision using independent judgment as to the method of repair after receiving oral or written instructions.  The employee performs most of his/her tasks with limited guidance by the Wastewater Collection Superintendent.

Essential Duties and Responsibilities include the following.  Other related duties may be assigned.

Vehicle / Equipment Maintenance

  • Will be required to inspect, adjust, replace and rebuild necessary items and related parts on vehicles/equipment.
  • Will be required to service vehicles/equipment including changing oil, tune-ups, replace filters and check all fluid levels on a regular scheduled basis. (Including fueling and cleaning of vehicles/equipment)
  • Will be required to test-drive all vehicles after service of vehicles for proper and safe operation. Perform annual maintenance and safety inspection on all vehicles.
  • Will be required to field test serviced equipment to ensure safe operations, mechanical integrity, equipment vibrations, noise, wear and leaking lubricants.
  • Will perform preventative and routine maintenance as defined by the vehicle and equipment manufacturer’s manuals, which will include lubricants and filter replacements, alignments etc.
  • Advanced skills with test equipment such as but not limited to oscilloscope, diagnostic scan tools, gas analyzer, etc., to diagnose and repair complex drivability problems; operates test equipment to locate sources of failure in electrical and ignition systems; operates test equipment to adjust and validate proper repair.
  • Advanced diagnostics and repairs of electrical and/or computerized components of equipment requiring specialized knowledge and experience.

Vehicle / Equipment Repair

  • Will be required to repair, replace and overhaul gasoline and diesel engines, transmissions, brake systems, drive shafts, differentials, axles, steering systems, electrical systems, fuel systems, exhaust systems, clutch assemblies, suspension systems, wheels/tires, etc.
  • Will be required to repair, replace or overhaul equipment including, bearing replacements, electrical/electronic trouble shooting, etc.
  • Will be required to test drive all vehicles after repairs of vehicles for proper and safe operation.
  • Will be required to field test repaired equipment to ensure safe operations, mechanical integrity, equipment vibrations, noise, wear and leaking lubricants.
  • Will be required to perform repairs as defined by the vehicle and equipment manufactures manuals, which will include lubricants and filter replacements, alignments, etc.

Fabrication

  • Will be required to perform advanced welding fabrication. (wire/stick welding)
  • Will be required to fabricate equipment as associated with the wastewater collection and wastewater treatment divisions.
  • Will be required to fabricate and modify vehicle/equipment for specific tasks or as required by state or federal laws.
  • Will be required to prepare and perform painting duties as associated with fabrication of vehicle/equipment maintenance and repair.

Building and Grounds Maintenance

  • Will be required to keep vehicle/equipment maintenance work area clean and organized.
  • Will be required to perform maintenance to buildings and grounds as relates to vehicle/equipment area.
  • Will be required to perform custodial duties on maintenance facilities.

Administrative

  • Will be required to answer the phone and take appropriate messages.
  • Direct calls dealing with common complaints to supervision.
  • Advanced computer knowledge entering and retrieving data using various software programs, etc.
  • Responsible for reviewing vehicle/equipment records, service bulletins, service manuals, and the ability to maintain information in the (Central Square) computerized vehicle information system.
  • Documents repairs made to vehicles/equipment for the purpose of keeping accurate vehicle/ equipment history files. Generate reports as required by the WWC Superintendent.
  • Develops and maintains an inventory of all department vehicles and equipment, stock and parts; after prior approval of Wastewater Collection Superintendent, orders parts and supplies necessary to perform maintenance and repairs to department vehicles and/or equipment. Assists with vehicle/equipment fleet specifications.

Other Duties Assigned

Will be required to perform duties of all lesser positions within the Wastewater Collection Division.

Education and/or Experience

  • High school graduate or equivalent.
  • Diploma from an accredited Automotive / Diesel Mechanics University.
  • Associates Degree from an accredited University. (preferred)
  • Minimum fifteen (15) years’ experience in automotive and diesel mechanics or an equivalent combination of training, education, and experience.

Language Skills

Ability to read, analyze, and interpret common technical manuals.  Ability to respond to common inquiries.  Ability to effectively present information to management.  Ability to follow oral and written instructions.  Ability to generate, review, recommend and assist with vehicle and equipment specifications with the interests of safety and financial responsibility recommendations.  Will be required to address the public in a sound and professional manner.

Computer Skills

Advanced Computer Skills using Word, Excel, Central Square (CMMS) Computer Maintenance Management System.

 

Mathematical Skills

Advanced ability to calculate figures and amounts to satisfactory complete all documents required by county, state and federal agencies.

Reasoning Ability

Advanced ability to define problems, collect data, establish facts, and draw valid conclusions with recommendations.

Certificates, Licenses, Registration

Medium/Heavy Truck/Automotive A.S.E. (Automotive Service Excellence) certified:

  • Preventative Maintenance and Inspection

Master Medium/Heavy Truck Technician A.S.E. (Automotive Service Excellence) certified:

  • Diesel Engines
  • Drive Train
  • Brakes
  • Suspension and Steering
  • Electrical / Electronic Systems
  • Heating / Ventilation / A/C

Class A Commercial Driver’s License with Tanker, Air Brakes, and Standard Transmission Endorsements as issued by the State of Ohio.

Physical Demands

The physical demands described herein are representative of those, which must be met by an employee to successfully perform the essential functions of this job. Will be required to do prolong standing; lift up to 50 lbs.; load and unload 100 lb. from truck; work in permit and non-permit required confined spaces, i.e. open trenches and manholes; move 650 lb. drums with handcart; wear supplied uniform at all times; wear proper safety clothing and gear when needed; shovel snow; work in all climates of outdoor weather; work variable hours based upon work load and schedule; work weekends and holidays; follow the policy and procedures set forth by the Allen County Sanitary Engineering Department; be on call 24 hours a day seven days a week. Will be required to perform all job tasks using Federal, State and County safety guidelines and precautions. Will be required to respond to emergency callouts in accordance with callout policy and procedures.

All time off of work will be scheduled in accordance with the AFSCME union contract agreement.
