We are currently seeking an experienced professional to join our team as a Resident Services Coordinator - Subsidy Retention Program. King County Housing Authority's (KCHA) Subsidy Retention Program assists Housing Choice Voucher (HCV/Section 8) tenants in resolving short-term barriers like inspection failures, the inability to pay the tenant portion of rent, or any number of other circumstances that could result in loss of subsidy. HCV caseworkers refer HCV tenants to receive these program services when necessary.
The Resident Services Coordinator will work with program participants in South King County to maintain housing stability by providing services to support compliance with lease and program requirements and act as a liaison between program participant, private landlord/property management and HCV department staff. Additionally, they will provide resource and referral services to program participants and will support community events and activities to promote stability and engagement. Reporting to the Resident Services Manager, this position is based at our central office in Tukwila, WA.
The ideal candidate will excel as a communicator, demonstrating compassion and active listening skills to identify root causes and find solutions. They should be agile, capable of managing multiple viewpoints and seeing situations from different perspectives, while also being highly responsive.

Essential Functions
The Resident Services Coordinator will:
- Work with Housing Choice Voucher (HCV) staff, landlords/property management, and HCV voucher holders (participants) to support housing stability and address housing issues.
- Meet with participants to discuss their specific housing situation and barriers and help problem solve; assist participants in identifying and resolving challenges and issues.
- Identify participant service needs and provide information and referrals to social services; connect participants to programs and services that will help them achieve their goals; help participants apply for and maintain social services and entitlements.
- Establish and maintain positive working relationships with community partners to ensure participants have access to information, services, and assistance for which they qualify; act as a liaison between local community governmental agencies, community councils, individuals, and tenants.
- Support community activities to include HCV participants.
- Create and sustain partnerships and service resources to assist and support tenants in their efforts to become self-sufficient.
- May coordinate some self-sufficiency activities, in partnership with local agencies and other Resident Services Coordinators.
- Participate in the development and implementation of goals, work plans, performance measures, and continuous improvement of service delivery to assist in attaining program initiatives and goals, agency core strategies, and mission.
- Use data tracking software/systems to input participant data regularly; verify accuracy of data regularly in compliance with Resident Services department standards.
- Gather data and prepare reports as needed.
- Complete all required paperwork and maintain participant files per department documentation standards.
- Support the evaluation of the Subsidy Retention Program and Department Initiatives.
Qualifications and Competencies
Required Qualifications:
- Bachelor’s degree in social work, human services, public administration, or related field AND
- Considerable experience in social services, housing programs and/or community development programming OR
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills and Abilities:
- Knowledge of theories, principles, and practices used to organize, implement, and monitor Resident Service programs and support for implementation of individual/family supportive services and programs.
- Applies effective written and verbal communication techniques to convey clear and timely messages to internal and external stakeholders; listen to understand participant ideas and concerns.
- Possesses strong, positive interpersonal skills, including the ability to work collaboratively; remains professional, calm and tactful in stressful situations while adhering to a high standard of integrity, honesty, and confidentiality; knowledge of basic de-escalation and mediation skills; demonstrates techniques for building external community partnerships.
- Values organizational diversity; treats other with respect; promotes cooperation; works effectively and positively with individuals of diverse cultural and socioeconomic backgrounds and educationally diverse populations; specifically, ability to work closely with the HCV department to ensure participant needs are addressed and considered.
- Uses systems to organize, prioritize, and keep track of information and/or work in progress; maintains accurate and complete electronic and manual records; exhibits attention to detail; ability to multi-task in a high-pressure environment.
- Analyzes problems, identifies alternative solutions, and implements recommendations; demonstrates critical, creative, and reflective thinking.
- Demonstrates responsible personal and professional conduct, which contributes to the overall mission and goals of KCHA; accepts personal responsibility for the quality and timeliness of work.
- Works effectively and efficiently to provide quality service to satisfy service expectations; seeks ways to improve service delivery; demonstrates strong project management skills.
- Proficiency with MS Office programs and database software.

- Must possess a valid driver's license and means to regularly travel between work sites. Must have an acceptable driving record at time of appointment and throughout employment.

Salary & Benefits:
The starting salary range of this position is $70,729.00 - $86,641.00 annually dependent on qualifications and professional experience. The complete salary range for this position is $70,729.00 - $102,555.51 annually. Performance based merit increase opportunities and Cost of Living Adjustments (COLA) are reviewed on an annual basis. Work Environment:
Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed. After initial onboarding, this role will have the opportunity to work remotely up to 60% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. The ability to report to the Central Office in Tukwila will still be required on occasion. Some local travel may be required to support KCHA business needs.
