ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)
The Program Analyst has a wide array of duties and responsibilities. Responsible for providing daily office management to ensure organizational effectiveness and efficiency. This includes supporting the senior staff and the maintenance of office correspondence and records while maintaining strict confidentiality. Capable of independent complex analysis, new method identification, and serves as a point of contact for internal/external contacts. Works within general guidelines on broadly defined projects. Requires originality, with some latitude for empowered decision making. Frequent client contact is routine if assigned to a project. Assist direct manager with training, standardization processing, and new hire training development. Review all department training material for accuracy and efficiency of training. Develop, review, proofread, and modifying documentation. Ability to initiate non-routine projects through self-analysis. Provide support/backup for project support and supervisor. Provide additional sub-contractor support and administrative support as-needed or as-directed.
POSITION DEMANDS (Education/Training)
BA/BS in Business Administration or a related academic field of study, or AA/AS plus 2 years directly related experience, or 4 years directly related experience with a minimum of 3 years of experience in ship repair industry

High level of proficiency with Microsoft Office Suite
Experience in making professional presentations
Must be self-motivated, proactive individual with strong interpersonal skills and good oral and written communication skills

Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. The employee is regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear. The noise level is this environment is usually moderate. Ability to traveling to all NASSCO sites to provide direct support when needed.
WORKING RELATIONSHIPS
Reports to Department Supervisor/Manager. Interfaces regularly with executive and senior management, internal and external customers. Supports management of administrative staff.
PRINCIPAL RESPONSIBILITIES
Manage and maintain metrics for the department
Support development of various processes and procedures that contribute to departmental success
Provide input into the formulation, development, implementation and continuous improvement of policies, procedures and instructions as required
Coordinate/create and manage staffing, security, and training needs with associated departments as needed
Provide management and administrative support for special projects as required by management
Maintain PII database and assist in identifying applicable improvements
Excellent oral and written communication skills - able to get along well with a wide range of people.
Schedule meetings and events as required
Develop, review and submit required reports on behalf of management
Perform additional duties as assigned
High level of proficiency required.

UNIQUE/ADDITIONAL REQUIREMENTS
Regular, reliable attendance onsite is an essential function of this job. Must meet the requirements to obtain a secret clearance, a DoD Regional Contractor Badge and requirements for access to US Navy/US Coast Guard bases and shipyard controlled industrial areas.
$28.86 - $37.33 per hour
The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity.
