Job Description
The Accreditation and Certification Team Leader is selected by and responsible to the Director of Education and Examination and the Accreditation and Certification Manager and performs advanced consultative services and technical assistance work in the planning, development and implementation of the agency’s pre-licensure education and continuing education functions with oversight. Work involves providing technical assistance on program services; assisting in the preparation of performance measure reports and other research projects; developing policy and procedural manuals for education; approving education providers and courses; acting as a liaison between the Department and the regulated education industry; and providing consultative and technical services to agency program staff, other governmental agencies, community organizations and the general public. The Accreditation and Certification Team Leader may assist in training others and may provide assistance, including public speaking, to other governmental agencies, community organizations and the public. Travel may be required up to 30% of the time and may include overnights and weekends. May plan, assign, direct and/or supervise the work of others. The Team Leader works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Duties
•
Oversees the performance of a variety of technical, training, research, planning, policy, program assessment, and administrative activities while serving as the Accreditation and Certification Team Leader.

Consults with and oversees program staff providing consultative services and technical assistance in the planning, implementation, and monitoring of education providers.
•
Provides educational providers technical assistance to ensure certification requirements, laws, regulations, policies, and procedures are met. Analyzes and reviews pre-licensure and continuing education providers’ activities to determine proper compliance with TDLR’s reporting systems. Analyzes operations and records and makes recommendations.

Maintains and oversees the development, implementation and coordination of the services for education providers, courses and equipment to determine compliance with statutes, rules, regulations, agency policies and adopted standards.

Oversees and/or conducts studies and analyses of operations of the Accreditation and Certification section and prepares and/or oversees the preparation of reports of findings and recommendations.

As a lead for an Accreditation and Certification Section team, plans, organizes, coordinates, directs and assigns the activities of team staff to assist the team, section and Division in meetings its goals and objectives.

Develops division policies, procedures, standards, and manuals in accordance with division objectives and goals.
•
Consults with and oversees program staff related to payment practices for education providers and courses.
•
Provides guidance to staff in the development and integration of new education methods and procedures.
•
Consults with division staff and other agency divisions to resolve pre-license and continuing education issues, identify training needs, and improve processes, systems, and overall program effectiveness.

Oversees the completion of and monitors required application approvals and investigative reports, records, and correspondence. Reviews samples of completed reports, records, and correspondence to ensure consistent and correct application of policies, laws, rules, regulations, and adopted standards and recommends appropriate changes.

Analyzes Legislation to develop recommendations for successfully meeting agency performance measures and goals. May participate in Cost Estimate, Bill Analysis, or other agency legislative and/or implementation team.

Serves as a Department liaison to the regulated education industry, attending industry trade shows and other venues to represent the Department. Works with and speaks to community and professional groups to coordinate, improve, and stimulate interest in the program and to secure support for local programs.

Analyzes the application of and variations within programs and develops action plans to improve or initiate programs.
•
Collects, organizes, analyzes, and prepares material in response to requests for program information.
•
Develops and implements effective techniques for evaluating agency programs.
•
Prepares administrative reports and studies and performs specialized research projects.
•
May train, lead, assign, and/or prioritize the work of others.
•
Keeps management appropriately informed of ongoing activity and critical matters affecting the operation and well-being of the agency.
•
Oversees division staff to provide administrative support to the Education & Examination Director regarding presentations to the various advisory boards and other meetings to provide recommendations on program objectives and goals.

Complies with division and/or agency training requirements.
•
Adheres to all Texas Department of Licensing and Regulation Personnel Policies and performs other duties as assigned.
Minimum Requirements
Five (5) years of experience in the development, implementation and/or monitoring of a licensure education program required. Graduation from an accredited four-year college or university is generally preferred and may substitute for two (2) years of the required experience. Supervisory, managerial and/or leadership experience preferred.
