Job Description:
Otter Tail County is accepting applications for a Part - time Certified Solid Waste Attendant to work at the Pelican Rapids Transfer Station.
The purpose of this position is to provide for the daily operation of a remote solid waste transfer station/landfill, assure that the site is operated in a safe manner consistent with all permits and rules, monitor and maintain the site in a manner that positively represents Otter Tail County and serves the needs and expectations of Otter Tail County’s residents.

• Operates facility according to scheduled hours, site permits, and operational protocols.
• Greets customers, instructs regarding proper management practices, distributes, and explains educational documents, flyer and brochures to assure customers understanding of proper waste management methods.
• Inspect customers’ materials for acceptable or non-acceptable waste, proper separation, and volume to determine proper management method and related costs.
• Direct incoming vehicles to appropriate locations of waste disposal and monitor unloading.
• Operate tractor, loader, and a full swing backhoe for site maintenance and operation, which includes snow removal and mowing with the brush hog.
• Assure proper loading and operation of waste compactor. Monitor compactor pressure to assess remaining capacity.
• Maintain the acceptance of brush and leave and capacity of the brush and leaf disposal pile. Periodically dispose of the brush pile as per Minnesota Department of Natural Resources permit for Open Burning.
• Perform custodial tasks, clean facility grounds, and maintain buildings and site.
• Coordinate with contracted site haulers to assure timely removal and proper disposal location of all waste loads.
• Prepare monthly reports including daily receipts, daily deposits, monthly totals, and submit information to the office in Fergus Falls.
• Using a computer, enter incoming waste volumes and prepare and provide individual customer receipts.
• Monitor the acceptance of waste electronics, assure maximum use of electronic storage container and coordinate with contract hauler when container is reaching capacity.
• Weigh incoming loads, direct hauler dumping of loads into tipping floor or into semi-trailers, monitor loads for unacceptable waste and compact load.
• Meet with and accompany State of Minnesota inspectors on site compliance inspections. Explain County equipment designs and operation (cells, pumping stations, compaction units).
• Maintain demolition landfill cells to assure that proper materials are disposed of and to assume that the site is properly and safely maintained and operated.
• Provide routine inspection, maintenance, maintaining and pumping of the leachate collection and storage equipment.
• Perform routine equipment maintenance (grease, oil, filters, air, etc.) and schedules additional maintenance with local maintenance shop.
• Monitor the acceptance of all other waste (whitegoods, tires, microwaves, electronics, etc.).
• Performs other duties as assigned.
• May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan.


The 2024 starting salary for this position is $19.28 per hour, depending on qualifications, with potential career advancement to $28.91 per hour. This site is open 9:00 – 3:00 p.m. Monday – Saturday during the summer and open Tuesdays, Thursdays, and Saturdays in the winter. The candidate would work a rotating schedule averaging 3-4 days a week.
