Job Summary


About the Paid Leave Division:

Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child.

We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us-workers, employers, caregivers, and insurers-to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program.

The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.


Position Purpose:

The Senior Manager of Claims Administration plays a critical role in our organization by providing strategic leadership and oversight to adjudicate all submitted Paid Leave claim applications (140-170k applications expected annually). As the incumbent, you will be responsible for managing the day-to-day activities of the application queue and process, ensuring high-quality adjudication and optimizing team performance. In 2025, you will be responsible to lead the development of the adjudication capabilities including building the systems and processes from the ground up and hiring/training the staff to adjudicate claims efficiently and effectively.


Key Responsibilities:


Drive the creation of adjudication capabilities: We are a start-up within state government; you will lead the development of the claims administration team, processes, training plan, and knowledge required to deliver the Paid Leave benefit to Minnesotans.



Staff and lead a high-performing team: Provide leadership, motivation, and internal growth opportunities to a team of 60-80 employees that consistently meet or exceed service level agreements.



Visibility and continuous improvement: Direct the development of operational dashboards to monitor performance and identify trends. Leverage claims data as a strategic asset, driving insights and improvements.



Start-up spirit: We're building our team and systems from 0 to 1. As the leader of the claims function, you leverage your innovation to thrive working in the gray, and can develop, prioritize, and communicate a roadmap to bring partners along.


This position is telework eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.

Qualifications


Minimum Qualifications

Four (4) years* of experience in a leadership position that supports claim administration or overseeing core transactional business processes, including a minimum of two (2) of those years managing teams to meet the organization's productivity, quality, and goal accomplishment expectations.

*Bachelor's degree in Public Policy, Business, Insurance, or another closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following for all levels:
Experience designing new capabilities or improving existing processes
Excellent communication and prioritization skills for a successful MVP launch
Experience working with internal and external stakeholders
Ability to identify and solve root causes to eliminate reoccurring issues
Coaching, mentoring, and developing staff while building relationships
Ability to measure and meet operational service level agreements



Preferred Qualifications
Knowledge of claims management processes at scale
Experience partnering with Product Managers to translate your vision into functional and technical requirements
Experience with training and knowledge management for a large, distributed team
Ability to develop a measurement plan with clear metrics and dashboards to accurately depict the health of your business processes and direct your attention to top priorities
Ability to work in a start-up environment where roles will evolve over time based on the needs of the organization
