Classification Description Summary

Under general direction, supervises and coordinates assigned activities and operations within assigned Engineering Division including staff responsible for professional and technical civil engineering work in the design, construction, and investigation of capital improvement and new development projects; coordinates assigned activities with other divisions, outside agencies, and the general public; ensures adherence to engineering plans, rules, regulations, and specifications; serves as a technical resource for assigned work staff; and provides highly responsible and complex staff assistance to the Director of Public Works or assigned designee.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Coordinate the organization, staffing, and operational activities for assigned engineering services and activities including staff responsible for professional and technical civil engineering work in the design, construction, and investigation of capital improvement and new development projects; ensure conformance of all development plans, maps, and specifications for local, state, and federal rules and regulations.

Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.

Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.

Direct, coordinate, and review the work plan for assigned engineering services and activities; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

Participate in the selection of assigned engineering personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Participate in the development and administration of assigned section budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.

Oversee the research, design, contract preparation and administration, testing, and construction inspections for various projects.

Organize and administer quality assurance programs; review field procedures with quality assurance inspectors; recommend changes in inspection procedures, details, or specifications.

Supervise the review of final maps for assigned engineering projects; approve disbursements for boundary calculations; review memos and maps prior to submission to City Council.

Oversee the review of final engineering plans; review major engineering studies and alert engineering reviewers to major problems; recommend modification and ensure compliance with established requirements.

Provide technical assistance to City executive and management staff regarding new development and engineering projects.

Evaluate, select, and implement new software and computer programs for assigned engineering functions; implement appropriate geographic information system data.

Provide staff assistance to the Director of Public Works or assigned designee; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.

Coordinate professional engineering activities with those of other divisions, departments, and outside agencies and organizations.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of civil engineering; incorporate new developments as appropriate into programs.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
Operational characteristics, services, and activities of a civil engineering program.
Modern and complex principles and practices of civil engineering.
Advanced methods and techniques of contract negotiation and administration.
Advanced principles and practices of land surveying and mapping.
Advanced mathematic principles as applied to civil engineering work.
Advanced methods, materials, and techniques used in civil engineering projects including those used in the design and construction of development projects.
Mechanics and properties of materials.
Advanced methods and techniques of engineering plan review and analysis.
Recent developments, current literature and sources of information regarding civil and traffic engineering.
Terminology, methods and techniques used in the preparation of civil engineering reports.
Principles of municipal budget preparation and control.
Principles of supervision, training and performance evaluation.
Principles and procedures of record keeping.
Principles of business letter writing and report preparation.
Office procedures, methods, and equipment including computers and supporting word processing, spreadsheet applications, and specialized engineering software programs.
Pertinent federal, state and local laws, codes and regulations related to the assigned field of engineering.

Ability to:
Coordinate and direct assigned engineering programs.
Supervise, direct, and coordinate the work of lower level staff.

Participate in the preparation and administration of assigned budgets.
Develop, review and modify engineering and construction drawings, plans and specifications.
Interpret and explain City engineering policies and procedures.
Ensure project compliance with applicable rules, regulations and codes.
Confer with and review the work of engineering consultants.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Determine cost-effectiveness of various engineering possibilities.
Operate office equipment including computers and supporting word processing, spreadsheet, and specialized engineering software programs.
Plan and organize work to meet changing priorities and deadlines.
Effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit.
Work cooperatively with other departments, City officials, and outside agencies.
Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.
Work in a team based environment to achieve common goals.
Coordinate multiple projects and complex tasks simultaneously.
Meet the physical requirements to safely and effectively perform the assigned duties.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
A Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.

Experience:
Six years of progressively responsible professional civil engineering experience, including two years of administrative and/or lead supervisory experience.

License or Certificate:
Possession of an appropriate, valid driver's license.
Possession of registration as a professional engineer and ability to obtain registration as a professional engineer in the appropriate discipline in the State of Nevada within six months of hire.
