A minimum of a Bachelor’s degree in Administration, Public Health, Community Health, Environmental Health or Nursing with two years of documented public health experience in an administrative or supervisory capacity. OR
Be registered as an Environmental Health Specialist or Sanitarian in the State of MN with two years of documented public health experience in an administrative or supervisory capacity. OR
A Master’s degree, or higher, in Administration, Public Health, Community Health, Environmental Health or Nursing with one year of documented public health experience in an administrative or supervisory capacity. OR
A minimum of a Bachelor’s degree with four years of documented public health experience in an administrative or supervisory capacity. OR
If one of the above pre-employment requirements is near completion, the ability to achieve one of the requirements within one year of hire.

Bachelor’s Degree in Social Work, nursing or public health or in another closely-related recognized professional field such as psychology, sociology, community health, criminal justice, or administration and at least two years of progressive responsible experience in an administrative or supervisory capacity in human services or public health or community services or criminal justice.

Job Description:
The Winona County Health and Human Services Department is seeking a leader and visionary ready to take on a supervisory role responsible for the Public Health and Over 65 Units.

This position starts at $3,192.54/bi-weekly (DOQ) with advancement up to $4,344.63/bi-weekly.

Characteristics of Class:
Under administrative direction from the Health and Human Services Director, an employee in this class plans, budgets, implements, supervises, and evaluates service programs. This includes developing, recommending, directing implementation of policies and procedures, and supervising assigned staff. This position provides leadership and management duties in accordance with the assigned areas of responsibility as well as other assigned areas of Health and Human Services in cooperation with department employees and the community. This position may act as an agent of the community health board to the State Department of Health and other state agencies as well as participate with the community in developing and administering programs.

Supervisory Controls:
Incumbents in this position provide recommendations to the Health and Human Services Director regarding hiring, transfers, suspensions, promotions, discharges, assignment, reward or discipline of assigned employees, including adjustment of grievances. This position may supervise employees in one or more units (Community Stabilization and Integration, Women, Infants, Children (WIC), Maternal Child Health, Adult Health, Adult Protection, Income Maintenance, Child Support, Developmental Disabilities case management, Child Protective services, Mental Health case management, Chemical Dependency, Foster Care and Day Care Licensing, and Family Based services) as assigned. While policies and general plans are developed in conference with the Health and Human Services Director the employee must use independent judgment, initiative, and discretion in performing the duties of the position. This position consults with the Health and Human Services Director for matters requiring board and/or administrative approval and budgetary guidance. Work is reviewed through conferences, written reports, and objectives achieved.

Lead cross-departmental endeavors to integrate and redesign services that require innovation and risk taking, identification of commitment of resources, and participation by internal and external stakeholders. Direct the planning, implementation, monitoring and evaluation of integrated operations and services for efficiency, effectiveness and quality.
Department Management – promote principles, develop and implement policies that guide department service provision. Daily supervision of staff practice and public wellbeing programs.
Employee Management - orient, supervise, evaluate, coach, mentor, and assign duties for staff.
Legal responsibilities – implement standards for programs to assure compliance with federal, state, and local requirements.
Community outreach – contact external service providers to meet the legal requirements that provide choice and options for clients. Provide agency representation on multiple task forces, advisory boards, and internal and external committees. Collaborate with other community agencies, services, programs, and individuals to provide for the wellbeing of the public. Develop working relationships with other entities in the community, region, and state.
Program management – develop, implement, and manage the provision of quality wellbeing and educational services through a variety of programs.
Financial management – knowledge of revenue sources and fiscal accountability. Assist in budgeting process. Develop, implement, and manage financial policies based on program area for federal, state, or local guidelines and regulations.
Reporting – provide required program reports, daily, monthly, quarterly, and/or annually as mandated by federal, state, and local guidelines. Report to advisory boards, county board, and state agencies as requested.
Documentation/data system management – assist in policy development related to records, data collection, program management, quality assurance, and evaluation.
Planning – identify trends, provide information/knowledge to staff, and provide direction and leadership.
Grant writing – seek funding resources, implement new programming, and maintain existing programming, as appropriate.
Any other duties as assigned.
