The City of Lancaster is seeking an Assistant Wastewater Superintendent. This individual will be responsible for the supervision of technical operations and maintenance of the department.  Must have five years of progressive experience in the Water Pollution Control field and hold a Class III Wastewater Works Operator Certification issued by the Ohio Environmental Protection Agency.

JOB DUTIES AND QUALIFICATIONS:

Management position for the Water Pollution Control Department.  Responsible for the supervision of technical operations and maintenance of the department as required by the Ohio Administrative Code Rule 3745-7-02 and as stated in the City’s National Pollutant Discharge Elimination System Permit.  Manage the facilities, equipment and personnel.  Supervise activities to ensure fiscal responsibility, efficient operation, and compliance with all regulatory requirements.  

Plans, organizes, inspect and supervises the installation, its operation, and all maintenance and repair of plant and collection system assets.  Also included in these efforts are mandated monitoring and reporting and the day-to-day customer service activities.

This position is responsible for managing/leading human assets as well as budget and equipment associated with the Water Pollution Control Department.

Communicates any unsafe conditions or accident/injuries in a timely manner to supervisor in order to facilitate prompt correction or reporting. 

Maintains equipment in proper operating condition by performing simple preventative maintenance tasks (makes simple adjustments, replaces minor parts, lubricates, and cleans equipment).

Demonstrates continuous effort to improve operations, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Ability to demonstrate regular and predictable attendance and accomplishment of duties detailed in this job description.

Supervise the Land Application Program, Department Safety Programs and Industrial Pretreatment Program.

Independently or in conjunction with the City Engineer and consultants, analyze the existing treatment facility, sewer collection system and lift station needs and formulates plans of action to address those needs.  

Knowledge of materials, methods, practices, and equipment used in, and the operating and maintenance practices of a modern computerized wastewater treatment system.

Knowledge of administrative and modern computerized office management techniques as applied to the operation and management of a large wastewater facility.

Knowledge of the ordinances, rules and regulations governing the treatment and discharge of wastewater under State and EPA regulation.

Knowledge of principles and practices of civil or sanitary engineering.

Skilled at effective supervisory practices and motivational techniques.  Ability to organize, supervise and inspect the work of employees engaged in operation and maintenance of treatment plants and pump stations.

Skilled at working cooperatively with other City employees and the public.

Skilled at observing, comparing or monitoring data to determine compliance with prescribed operating standards.

Skilled at entering data or information into a terminal, PC, or other keyboard device.

Ability to direct work in the repair and maintenance of treatment plant and pump station equipment and facilities. 

Ability to produce written documents with clearly organized thoughts using proper English sentence construction, punctuation and grammar.

Ability to perform a broad range of supervisory responsibilities over others.

Ability to review plans and specifications for construction of treatment plants and pump stations.

Ability to work safely without presenting a direct threat to self or others.

Ability to climb ladders or steps to reach object, travel across rough, uneven or rocky surfaces at a treatment plant or pump station, and work in a variety of weather conditions with exposure to the outdoor elements. 

Ability to endure large levels of stress brought on by an office environment with deadlines, multi-tasks, and the potential for irate and difficult customers.

MINIMUM QUALIFICATIONS:

Must have the ability to establish and maintain positive employee relations, public relations and customer service. 

Basic computer skills and knowledge of basic software packages, such as Microsoft Word, Excel and Power Point.

Must have the ability to communicate effectively on all levels, both orally and in writing.

Must have the willingness to work and respond to emergencies and to “call-out” work outside of normal business hours.

Bachelor of Science or Arts preferred.

Must possess a Class IV Wastewater Works Operator Certificate issued by the Ohio Environmental Protection Agency or acquisition of same by the end of 3 years is required.

Minimum of five years progressive experience in the Water Pollution Control field at a plant of comparable size to Lancaster.

Must possess a valid State of Ohio Drivers License.

Must be able to successfully complete a pre-employment physical examination, drug testing, criminal background investigation and driving record check.
