This posting will be used to fill two (2) vacant positions.
The Financial Services Division is looking for a dedicated individual to manage the agency contracting processes for all Professional Technical (PT) contracts so department objectives are met in accordance with state and federal laws and procurement policies.
In this role, you will:
Review contracts and solicitation documents for compliance with state requirements, problem-solve and provide corrective action to departments to bring documents into compliance.
Review, research, and analyze policies, statutes and laws to determine if and/or how they will affect OHE contracting policies and procedures.
Conduct training to meet the needs of agency staff in the area of contracting to establish standards, guidelines, and processes to ensure proper application and management of contracts.
Draft and process all types of Professional Technical (PT) contracts/RFPs/Grant Agreements for the agency.
Minimum Qualifications

Three (3) years of state experience in the area of Professional Technical )PT) contracting and/or grant contracting, in compliance with applicable state laws and policies or similar experience.
A Bachelor's degree in accounting, finance, business administration, or closely related field may substitute for one (1) year of experience.
Experience interpreting, communication, and applying government regulations, rules, and policies.
Experience in Minnesota's Statewide Integrated Financial Tools (SWIFT), or similar large and complex financial accounting or ERP system.
Strong oral and written communication skills and problem-solving skills to work collaboratively with team members and all stakeholders.
Ability to prioritize work responsibilities to manage a variety of tasks and meet deadlines.
Proficiency in Microsoft applications (i.e. Word, Excel, PowerPoint, Outlook or similar applications) sufficient to create reports, spreadsheets, budgets, databases, and correspondences.
Preferred Qualifications
Advanced experience working in Statewide Integrated Financial Tools (SWIFT) related to the processing of contracts and creation of encumbrances.
Knowledge of governmental budgeting sufficient to manage contracts effectively to meet program needs and in alignment with budget availability.
Authority for Local Purchase (ALP) at the $25,000 level, or the ability to obtain within 6 months of hire.
Experience in contract negotiations.
Knowledge of State procurement laws and policies.
Ability to provide effective training and facilitate meetings.
Critical thinking skills and ability to analyze complex information and issues.
Experience with diversity, equity, and inclusion efforts as it relates to procurement.
Physical Requirements
Ability to position self and move sufficiently to perform repetitive tasks.
Maintain a stationary position for long periods of time.
