• One of the following:
o Eight years or more of supervisory experience in an area related to the position, at least two years at the program level or equivalent.
o Bachelor's degree in behavioral/social science, business administration, nursing, public administration, public health, or related field, and four years or more of supervisory experience in an area related to the position, at least two years at the program level or equivalent.
o Master's degree or higher in one of the above fields and three years or more of supervisory experience in an area related to the position, at least one year at the program level or equivalent.

Description
The Economic Supports area within the Human Services and Public Health (HSPH) department is seeking a Human Services Area Manager for the Health Care Enrollment and Eligibility Operations teams. This position will be responsible for setting a strategic vision and directing, coordinating, planning, monitoring, and evaluating daily activities of Hennepin County’s administration of Minnesota public health care eligibility and enrollment policies and systems. This position will be responsible for efficient service delivery, financial operational management, and staffing.

This position is new and will be joining the Economic Supports Leadership team. This position will work collaboratively with the leadership team and with other leaders within HSPH to accomplish goals, with a focus on eliminating racial disparities, promoting equity and creating a vibrant workplace culture and a dignified experience for the people we serve.

Location and hours:
This position is hybrid and will be performed at one of the Hennepin County Human Service Center Locations and remote as job duties require. Work hours are flexible and will be primarily days, Monday through Friday from 8 a.m. - 4:30 p.m. with occasional evenings to attend meetings. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position you will:
• Work closely with the Director and Senior Department Administrator as part of a leadership team with a shared commitment to eliminating racial disparities, improving efficiency of service delivery, and using data to inform options to influence program operations and public policy development.
• Plan, organize, direct, and evaluate the administration of health care enrollment and eligibility operations for more than 300,000 Hennepin County residents enrolled in Minnesota Health Care programs.
• Establish and maintain effective working relationships with key stakeholders including county human services leaders, state agency leaders, other counties, community groups, and health plans to develop partnerships and align plans and strategies to focus on improved outcomes for people enrolled in public health care programs.
• Manage finances and funding, including budget development, on-going financial review, expense and revenue tracking, and balancing expenditures to revenues.
• Communicate the department and county vision, strategic direction and purpose, and inspire and motivate others to share the vision and work towards its achievement; develop and implement performance measures that align with department outcomes.
• Promote employee development and engagement in area and department-wide activities; create and promote an adaptive and diverse workforce.
