JOB TITLE: Change Manager (Part Time)
DURATION OR END DATE: 12/31/2024
LOCATION: St. Paul, MN 55155 (Will work hybrid from this location.)
Pay Rate: $50-$62/hr

*Will be working Part Time - 20 hours per week – will need to be available during Monday-Friday normal business hours for part of the day to collaborate with team members.

The change manager will support a team of leaders in the Operations Bureau who are developing and implementing plans to rapidly hire additional staff in the department’s Financial Management Division to stabilize division functions after some leadership and staff roles have become vacant. The change manager will also support this team, and the client as a whole, through development and implementation of plans to assess and centralize some financial management functions across the department. This will include a shift in the organizational location of where some functions are staffed across the organization. In some cases, this will represent significant change from previous organizational structure and the roles of the Financial Management Division and other divisions across the department.

Position Responsibilities
• Leverage a change management methodology, process, and tools to create a strategy to support adoption of the changes.
• Attend project team meetings, and aid the team by proactively identifying areas of project planning and execution that need change management support. Integrate change management activities into the project plan, and lead and carry out those change management activities.
• Identify and help manage anticipated resistance to change.
• Draft a change management plan to support the project.
• Work closely with Communications Division to develop and design department-wide, or more targeted, communications.
• Help identify needed training or other support for leaders and staff to ensure successful transition from current state to end state, and to ensure staff can successfully perform their job duties within the new organizational structure.

Skills and Training
• At least five years of change management leadership experience. Experience should include change implemented across an entire organization, not just a small unit in an organization.
• A bachelor’s degree with relevant skills and education is preferred, but this may be substituted with more than five years of direct experience.
• Experience with and knowledge of change management principles, methodologies and tools.
• Exceptional communication skills, both written and verbal.
• Familiarity with project management approaches, tools and phases of the project lifecycle.
• Demonstrated ability to work effectively at all levels of an organization.
• Demonstrated ability to work in dynamic and ambiguous situations.
