Currently, we are seeking a motivated, career and team-oriented Technical Deployment Manager in support of the U.S. Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Continuous Diagnostic & Mitigation (CDM) DEFEND E Program.

The Agency Engagement team provides leadership and direction on high-profile, high-visibility, cybersecurity efforts throughout the CDM Data Services Program. Successful project management and execution requires strong communication skills, the ability to coordinate technical and non-technical work streams, and the development of trusted-partner relationships with Agency stakeholders. Projects cover a range of capabilities within DHS and the Federal Agencies.

This is a remote position where the candidate can work from any location within the United States provided, they are able to work on an eastern time zone schedule.

Responsibilities include, but are not limited to:

  • Dedicated Agency-dedicated resource responsible for applying project management skills experience supporting the implementation of ManTech’s technical and integration solution.

  • Effective application of system development frameworks and methodologies (i.e. Agile, Waterfall, SCRUM), including support of technical delivery throughout the project lifecycle, maintaining quality, budget and schedule targets.

  • Assign and oversee the daily tasks of technical personnel ensuring active management and progress towards established milestones.

  • Manage, direct and lead technical delivery in accordance with the DHS Systems Engineering Lifecycle (SELC) and industry best practices.

  • Plan, organize and manage a portfolio of projects for successful performance and value-add delivery within technical scope.

  • Hold regular technical team meetings to determine progress and address any questions or challenges regarding project delivery.

  • Responsible and accountable for consulting and strategic support to DHS and Agency clients as new requirements and business needs are identified by leading or assisting with alternative analysis, recommendations and/or proposals as needed.

  • Analyze, synthesize, and communicate technical actions, issues, and risks, in support of internal and client reporting.

  • Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.

  • Able to present difficult technical topics with a variety of stakeholders including OCIO senior leadership.

Position Requirements :

  • Understanding of industry best practices specifically related to ITIL Foundations, System Development Lifecycle (i.e. Agile Framework or Waterfall Methodology).

  • Able to lead and oversee multiple projects across diverse skill sets and stakeholders, defining expectations and completing deliverables and objectives that deliver value and achieve continuous customer satisfaction results.

  • Exceptional customer focus and bias for action.

  • Able to manage in dynamic, fast-moving enterprise environments.

  • Strong experience with resource planning and resource management in a matrixed-resource environment.

  • Excellent oral and written communication skills with proven success in collaboration and relationship building. Able to build and maintain direct and effective relationships across ManTech’s project teams supporting the program as well as Agency stakeholders.

  • Able to recognize and capitalize on opportunities for improvement that lead to increased customer satisfaction while respecting project constraints.

  • Critical thinking, stakeholder management and negotiation skills. Ability to build consensus and buy-in to arrive at the best-case scenario for stakeholders with competing priorities.

  • Able to effectively work in a matrix environment mentoring a team of professionals responsible for engineering, operation, maintenance of IT applications and tools.

  • Experience with technical system development, system solution implementation and/or system integration.

  • Must have the ability to obtain an EOD Public Trust, and/or other Government clearances.

Security Clearance :

  • Candidate is required to be a US Citizen (non-dual citizenship) with the ability to obtain DHS Suitability. Candidates with active clearance will be given preference.

Education:

  • A bachelor’s degree in technical discipline or five (5) years equivalent project management experience.

Certification (preferred):

  • Certifications: PMP, ITIL Foundations, Scrum Master, or similar certifications Security-related (e.g., CISSP, CISM, etc.)

Physical Requirements:

  • Office work, typically sedentary with some movement around the office.

The projected compensation range for this position is $84,900-$141,100. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, ManTech invests in it’s employees beyond just compensation.
