Basic Function

BASIC FUNCTION:
To assist the Superintendent in managing and administering the operations of the Ramsey County Correctional Facility, to act in the capacity of the Superintendent in the Superintendent's absence; and perform related duties as assigned. This position is designated on-site.
 
 PLEASE NOTE:

EXAMPLES OF WORK PERFORMED:

  1. Promote a diverse, culturally competent, and respectful workplace. 
  2. Assist in the planning, implementation, coordination of the facility’s activities to meet the facility’s goals and objectives.
  3. Ensure compliance with applicable Federal and State laws, rules, regulations, and licensing requirements.
  4. Develop, implement, and maintain administrative, safety, security, and other policies and procedures; prepare regular and special reports as required.
  5. Ensure that policies and procedures are consistent with County and Department policies, relevant federal, state, and local laws, licensing requirements, nationally recognized correctional standards, and Best Practices for correctional institutions.
  6. Act as facility liaison with allied criminal justice agencies, the Ramsey County Bench, community agencies, other County departments, and the public for the purpose of coordinating justice activities and other division activities.
  7. Administer personnel functions related to testing, interviewing, selecting, training, and employee misconduct in coordination with the Department’s Administrative Services Division. 
  8. Act as final arbiter over appeal processes for client grievances, serious incident reports, assaults, contraband, and client injuries.
  9. Review and approve work schedules, work assignments, and daily staff coverage (and the implementation of each), and time sheets.
  10. Assist the Superintendent in preparing and administering the divisional operating budget and overseeing the ongoing monitoring of the facility's fiscal activities and the control of property and supply inventories.
  11. Develop and implement a quality assurance plan to ensure proper running of the facility, particularly during evening hours and the weekend.
  12. Oversee client casework and program group living services.
  13. In collaboration with the field probation, ensures that a transitional plan is in place for probationers exiting the facility and that activities related to this are coordinated.
  14. Oversee the development of appropriate programming - within the facility with a view to maximizing time spent in productive day opportunities.
  15. Assist in overseeing the maintenance of physical plant operations and repairs, oversight of vendor and service contracts.
  16. Monitor and work with Health and Mental Health contractors, staff, and other providers in providing quality services to facility residents.
  17. Oversee the coordination and implementation of evidenced based programming for residents at the RCCF. 
  18. Oversee the coordination and implementation of the resident Work Release program, the Community Alternatives Program (CAP)., furloughs, and releases.
  19. Oversee the operations and administrative captains, facility managers and supervisors to ensure facility policies and procedures adhere to best practices and are keeping in line with DOC 2960.00 licensing requirements.
  20. Determine and direct the work related to writing and implementation of appropriate grants to support the resident population.
  21. Collaborate with local law enforcement, and the Ramsey County Sheriff in any efforts related to intakes, transfer, transportation, or release of residents between facilities. 
 (The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification.  Regular attendance according to the position’s management approved work schedule is required.)

Assignment to Ramsey County Correctional Facility
  
  1. Oversee the coordination and implementation of evidenced based programming for residents at the RCCF. 
  2. Oversee the coordination and implementation of the resident Work Release program, the Community Alternatives Program (CAP)., furloughs, and releases.
  3. Oversee the operations and administrative captains, facility managers and supervisors to ensure facility policies and procedures adhere to best practices and are keeping in line with DOC 2960.00 licensing requirements.
  4. Determine and direct the work related to writing and implementation of appropriate grants to support the resident population.
  5. Collaborate with local law enforcement, and the Ramsey County Sheriff in any efforts related to intakes, transfer, transportation, or release of residents between facilities. 
SUPERVISOR/MANAGERIAL RESPONSIBILITY:
 Supervise the work of up to 6 supervisors and is responsible for up to 125 FTE and volunteer and program staff.
 
 INTERNAL/EXTERNAL RELATIONSHIPS:
 Member of the Department Senior Staff and participates in Senior Staff meetings.  Meets with clients to discuss issues and resolve problems or disputes.  Varied contact with the public, community agencies, other jurisdictions, other County departments, law enforcement officials and staff within the judicial system, union officials, medical staff, mental health, volunteers, and state and local inspectors to provide information, to discuss or coordinate services or programs, or respond to and resolve problems; with the County Board and other committees regarding funding or program issues; and with vendors or contractors to discuss issues and resolve problems
 
 IMPACT ON SERVICES/OPERATIONS:
 Work performance impacts the quality, efficiency, safety, and security of operations at the facility to which assigned. Proper performance results in efficient use of resources; provision of effective programs and appropriate services; maintenance of an appropriate system of client stability, accountability, discipline, and control; and maximum safety and security for staff and clients.  Improper performance could result in wasted resources; lack of or inappropriate services for clients; inadequate staffing levels; loss of licensing; and lax or ineffective safety and security practices that could expose clients, staff, and the public to harm and lead to poor publicity or legal action against the County.
 
 WORK ENVIRONMENT:
 Work is performed primarily in an office setting in a secured facility.  Work involves contact with individuals who may be angry, hostile, aggressive, and combative, and who may require physical restraint, or with carriers of communicable diseases.   Work involves using a personal computer throughout the day. Incumbent may be on administrative on-call and may on occasion be required to work nontraditional hours.

 
 KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
  • Knowledge of the Best Practice principles and practices in the field of corrections, particularly as they relate to client care, with an emphasis on juvenile or adult care depending on assignment.
  • Knowledge of the principles of management, supervision, and custodial care practices in detention facilities, including safety, security, and control principles.
  • Knowledge of the role of criminal justice system agencies.
  • Knowledge of Evidence Based Practices related to the facility to which assigned.
  • Knowledge of County policies and procedures, State standards, legal responsibilities, and procedures relating to the operation of the facility to which assigned.
  • Knowledge of Ramsey County personnel rules, regulations, and policies, and of the applicable union contracts.

Minimum Qualifications

Education: Bachelor’s degree in criminal justice, Social Sciences, Public Administration, Business Management, or a related field.


Experience: Eight years of experience in corrections, including at least two years’ experience in a supervisory position.


Desired Experience: Managerial experience preferred plus an advanced degree and demonstration of continued professional development and knowledge of current detention practice; experience developing or administering programming program for clients, knowledge of, experience in and ability to implement evidence-based practices in a detention facility or organization.  


Substitution: Twelve years of experience in corrections, including at least two years of facility experience and two years in a supervisory position, or any combination of secondary education and experience that equals twelve years with two of those years of facility experience and two years of supervisory level experience.  


Certifications/Licensure:  Valid Driver Licenses.
