Job Description:
Position Description
This position will provide Inspectors License and Consumer Services with support in all technical aspects of assigned duties relating to code enforcement and departmental policies and procedures and with technical support in the development of SOPs and ordinance amendments.

Work Location:
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities
* Provide accurate interpretations of code, internal policies and ordinance provisions for Inspectors, business owners, neighborhood organizations, individual property owners, other residents and elected officials.
* Respond to complaints and investigate assigned businesses for compliance with all applicable codes.
* Assist and accompany Inspectors with on-site inspections and provide in-house support with research for compliance with applicable codes.
* Issue orders to correct deficiencies of applicable City Ordinances, re-inspect businesses that orders have been issued on and work with licensees, neighborhood groups and the City Council in an advisory capacity to remediate violations and bring businesses into compliance with ordinance provisions.
* Issue misdemeanor violation tags and administrative citations and compile necessary information for formal complaints, appeals, City Council Hearings and Hennepin County District Court.
* Attend hearings, appeal boards, neighborhood groups and City Council meetings upon request for regulated business related issues.
* Investigate business and livability issues by gathering information, researching technical data and composing reports of findings for resolution of problem business issues.
* Provide recommendations to the Manager for Inspectors' professional development plans, including training.
* Actively participate on committees, i.e., Labor Management, Office Quality, etc. to identify concerns with the general well being in the workplace.
* Assist in the development of new division policies, ordinances, amendments and statutes.

Required Qualifications
Minimum Education:
Bachelor's Degree in Business Administration, Urban Affairs, Education, a closely related field with a concentration on Public Affairs or equivalent.

Minimum Experience:
Three years experience performing work related to Consumer Protection or Code Enforcement.

Licenses/Certifications:
Valid Driver's License.

Equivalency:
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process:
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check:
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing:
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement:
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities
* Considerable knowledge of the principles and practices of regulatory administration and License and Consumer Services departmental policies and practices.
* Considerable knowledge of the City of Minneapolis Business Licensing Ordinances and all applicable State of Minnesota Statutes and rules.
* Knowledge of Ordinances related to zoning, food safety, pollution control, fire prevention, transportation, etc.
* Familiarity with the structures of corporations, partnerships, limited liability companies and the State requirements relating to those entities.
* Ability to communicate effectively with diverse groups of stakeholders.
* Ability to clearly document in writing any discussions and approvals relating to special projects or interpretations regarding the application of Ordinances, Statutes or Rules on a particular event or license.
* Ability to interpret and explain Ordinance and Statute provisions in non-technical and technical terms.
* Good interpersonal skills.
* Good computer skills and working knowledge of systems used in License and Consumer Services.
