The Internal & External Communications Specialist will assist the Communications Director in the internal and external communications for the Office of Cannabis Management (OCM) and proactively identify opportunities to strengthen the role and mission of OCM. The incumbent will use a variety of communication vehicles such as newsletters, intranet and internet pages, communication plans, news releases, education materials, and social media to develop and maintain communications that positively promote the work being accomplished in OCM to a variety of audiences and stakeholders.
This position is located in St. Paul and may telework from home two days per week and is expected to be in the office three days per week.
A successful incumbent will be able to:
Research, develop, and coordinate accessible and inclusive OCM communications
Offer communications expertise to a variety of agency employees, management, webmasters, printers, and vendors
Create and manage production schedules
Coordinate editorial and design review and special events
Identify, develop, and implement social media strategy and goals
Effectively and professionally represent the agency at meetings, seminars, and conferences on cannabis issues
Minimum Qualifications

Two (2) years of experience in communications, marketing, journalism, graphic design, or public relations. A bachelor’s degree in a relevant field can substitute for 1 year of experience.
Experience must clearly demonstrate the following:
Excellent writing, editing, and oral communication skills
Ability to
Develop and coordinate effective communications and communication strategy
Maintain professional relationships and communicate effectively with agency or company stakeholders, both internal and external
Use social media in a professional capacity, measure analytics, and engage with other users to create a lively and active online presence
Use computers and technology (specifically, the Adobe creative suite) sufficient to create memos, newsletters, press releases, blogs, social media content, presentations, and graphics
Work effectively with others from different backgrounds and cultures

Preferred Qualifications
Experience in a regulated industry or knowledge of MN cannabis laws, regulations, and policies
Bilingual in English and another language relevant to prominent MN communities such as Spanish, Hmong, or Somali
Knowledge of plain language, ADA Title II requirements, and digital accessibility tools
Experience organizing events
