Job Summary:
The manager plays an integral role in the Northwest Division's development efforts. The person in this position will provide project leadership and management for government, volunteer and advisory board / council relations in addition to other projects as assigned. The person manages the smooth operations of all government, volunteer and advisory board / council division-wide initiatives. The ultimate purpose is to grow our financial and human capacity to support the mission of The Salvation Army in the NW Division. This person will work effectively with divisional staff, corps officers, program directors, donors, volunteers, corporate contacts, government contacts, vendors and advisory board / council members. They will ensure all activities are executed accurately, in a timely manner and on budget.
Relevant Experience:
Demonstrates familiarity with fundraising, marketing, communications, event management and community relations principles
Minimum three years office experience
Three year's experience in the effective use of software programs to design and produce marketing materials, track, and analyze results
Three years of experience providing sales and marketing support
Experience in government relations, advisory board management and social services is desired

Bachelor's degree or comparable experience, plus a minimum of three years of experience in an office role with a proven track record of improving relationships

Team player, able to check ego at the door, with an ability to collaborate effectively with officers, staff and volunteers for successful achievement of position and department goals
Ability to work independently in a fast-paced environment. Must be highly organized and able to effectively manage multiple projects and competing priorities with professionalism and grace. Must keep good documentation through contact reports and activity tracking, using the Portfolio database according to Salvation Army protocols
Demonstrates goal-orientation, with a drive to achieve agreed upon goals within agreed upon timeframes
Maintains accurate and well-organized records and ensures confidentiality of all department records and files
Performs other development duties as requested

Ability to work with a broad audience, including but not limited to: TSA officers and staff, Advisory Board Committee members, non-profit, government, and corporate groups

Software-Related Skills:
Microsoft Word, Excel, and PowerPoint required
Working knowledge of content management systems and the ability to post updates and changes to existing webpage
Working knowledge of integrated database applications and ability to use new software programs with basic training
Responsibilities:
Government Relations:
Act as project manager for all government relations activities at the local, state and federal levels in the Northwest Division including all of Washington and portions of Idaho and Montana with the ultimate goal of increasing our government funding across the division
Assist Advisory Boards and Councils in these locations with government relations trainings, best practices and advocacy fulfillment
Organize and oversee annual advocacy day at the state level
Collaborate with social service colleagues on government funding opportunities, relationship building efforts with government partners and advocacy content creation
In collaboration with Marketing and Communications team, create and update a suite of advocacy materials that tell our service story and engage external partners
Research and maintain an accurate list of NW Division funding priorities and potential government funding sources
Partner with NW Division leadership and influential community volunteers to effectively network The Salvation Army at local, state and federal levels
Participate in the government grant requests process by identifying individuals that may be able to advocate on behalf of The Army, researching funding sources and lawmaker's areas of interest / need and providing data and stories from suite of government advocacy materials
Maintain up to date local, state and federal government directories for lawmakers and their leadership staff
Provide outcome reports and plans to divisional leadership on a monthly, quarterly and annual basis
Volunteer Relations:
Manage development, review, and revision of division-wide volunteer program policies and procedures, with utmost priority to ensure the safety of children, elderly, and other vulnerable populations served by volunteers
Manage volunteer recruitment for service opportunities such as: feeding the unhoused; coaching clients for job-readiness; teaching financial literacy, Christmas red kettle bell-ringing, and leading activities for seniors; develops month-by-month recruitment plan and tasks field officers and staff to take an active role in recruitment activities
Encourages donors to seek additional opportunities with The Salvation Army such as becoming an outright or planned giving donor or joining an advisory board or advisory council with the ultimate goal of helping to increase resources to advance The Salvation Army's service to others
Reaches out to residents, corporate, and community partners, encouraging participation in Salvation Army volunteer opportunities; develops and implements an annual community outreach plan; conducts presentations
Conceptualizes and implements all Divisional Headquarter led group volunteer events
Oversees the screening, placement, orientation, support, recognition, and evaluation of volunteers associated with Divisional Headquarters volunteer activities
Implements the tracking of volunteer hours; collects and aggregates volunteer data and disseminates to donors and other partners
Maintains donor engagement in volunteerism, including involving donors in volunteer events, one-time volunteer activities, and ongoing volunteer roles including annual Red Kettle bell ringing campaign
Disseminates information to donors to remain abreast of volunteer opportunities, scope of services provided, and impact of volunteer efforts
Participates in volunteer recruitment, retention and growth-based trainings and shares best practices and materials with the field
Provides quarterly reports and plans to divisional leadership
Advisory Board / Council Relations:
Serves as Divisional Headquarters' liaison to the King County Advisory Board for meetings, events, logistics, and materials
In collaboration with the Director of Development, provides best practices and training opportunities to the field to help recruit, retain and improve their board / council members' experiences and community impact
Evaluates board / council effectiveness across the division and provides recommendations, problem-solving and advice as requested
Requests accurate board / council contact information, roles and monthly minutes from the field for distribution at Divisional Headquarters
Other:
Collaborates with and is supported by the Divisional Headquarters Development team on all matters
Serves as a liaison to external partners supporting the division with government, volunteer or advisory board / council initiatives
Partners with Divisional Headquarter's leadership on gathering, interpreting and translating service statistics for all Divisional Development activities
Tracks and maintains funding progress, property activity and action items for significant capital and operational fundraising efforts
Provides support to the field on capital campaign and donor recognition requests, particularly navigating Territorial Headquarters requirements and requests
Manages other projects and duties as requested
Physical Requirements:
Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis
Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead

Health Insurance: Low bi-weekly premiums ($34.62) for employee only coverage, Kaiser HMO for those residing in a Kaiser service area, Anthem EPO/PPO is available for those residing outside of a Kaiser service area. Voluntary +1 and +family coverage at additional cost. Delta Dental DHMO and DPPO dental insurance offered starting at $2.31 bi-weekly cost. Employees are covered by an employer paid life insurance policy. Voluntary supplemental life, short-term and long-term disability plans are available.
Retirement Plans: Employer-funded Money Purchase Pension Plan (Defined Contribution Plan) 50% vested at 5 years eligible service time, employee funded voluntary 403(b) options
Parental Leave: Benefit will be one week (5 business days) of paid leave at the employee's normal rate of pay for births, adoptions and foster placements.
Sick Leave: 12 days annually accruing from day one, eligible for use after 3 months' service time.
Paid Vacation: 2 weeks annually accruing from day one, for non-exempt positions. 4 weeks annually accruing from day one, for exempt positions. Accrued vacation eligible for use after 6 months' service time.
Paid Holidays: 13 designated holidays + 1 floating holiday per year
