This position is located at Central Office in St. Paul and has the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent may be expected to work in the office on occasion.
This position supervises the planning efforts of the Office Transportation System Management’s Investment Planning Unit, which is responsible for statewide capital and asset management planning. This unit maintains and updates the 20-year Minnesota State Highway Investment Plan (MnSHIP), federally required Transportation Asset Management Plan (TAMP), and the 10-year Capital Highway Investment Plan (CHIP). This position provides leadership in the areas of performance-based planning, asset management, and investment analysis during the development of statewide plans, modal plans and other departmental planning efforts concerning highway investments.
Minimum Qualifications
Three years of professional supervisory (supervising professional employees) experience OR Four years of advanced professional transportation planning experience.
Experience must also demonstrate the following:
Experience working as a project leader or lead worker, demonstrating the ability to successfully motivate and direct the work of other professional staff in transportation programming, planning, urban planning, or close-related policy analysis.
Experience with planning principles, methods, and techniques sufficient to develop major statewide plans.
Experience with investment analysis.
Knowledge of federal and state transportation planning legislation, regulations, and guidelines.
Note: A Bachelor's or Master's degree in Planning, Geography, Urban Studies, Sociology, Political Science substitutes for six months of advanced professional experience.
Preferred Qualifications
Knowledge and experience in the principles of asset management.
Professional planning or policy experience working in government at the local, metropolitan or state level.
