Travel is required 20-30% of the time to visit Tribal Nations/Indian urban agencies and counties in fostering/building relationships as well as supporting programs in the development of strengthening prevention programs that support and/or provide ongoing culturally appropriate prevention services.

As the Indian Child Welfare Compliance Supervisor, you will supervise a professional American Indian Child Welfare compliance team who oversee Indian Child Welfare Act and Minnesota Indian Family Preservation Act compliance through the state review required of 477A.0126 and complaints process established through the Tribal/State Agreement.

These services include healthy families, child abuse prevention, child protection, foster care, kinship, adoption, adolescent services, foster care licensing, sexually exploited/at risk youth, child mortality and near deaths, Interstate Compact for Children to training and quality assurance.

Responsibilities include but may not be limited to:

  • Lead the development, administration and implementation of a system to review county compliance with the federal and state Indian child welfare laws, regulations and guidelines in collaboration with tribes and counties.

  • Research and develop effective models for quality assurance and continuous quality improvement for Indian child welfare practice and performance in Minnesota, including building organizational effectiveness capacity of county Indian child welfare programs and ensuring strategic alignment of quality assurance processes with the mission, vision, goals and priorities of the Division/Administration.

  • Lead and supervise the development, administration and implementation of Tribal and Indian Urban Indian Child Welfare grants and contract system.

  • Supervise key staff to the Indian Child Welfare Advisory Council.

  • Ensure the unit is organized to participate and coordinate in the development and provision of quality assurance processes to all programs across the division related to the Indian Child Welfare Act, Minnesota Indian Family Preservation Act, the Tribal State Agreement, and the Bureau of Indian Affairs guidelines such that specific requirements related to series provision of Native American children and families are followed.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead

  • Completion of a State of Minnesota leadership program (e.g. Emerging Leaders Institute - ELI)

  • A paid/unpaid position leading a program or chairing a committee (e.g. Employee Resource Group - experience must include:

  • 1+ year of experience identifying issues, goals and strategic actions

  • 100+ hours per year time commitment

AND

Four (4) years of specialized professional work experience in Indian Child Welfare Act (ICWA) and Minnesota Indian Family Preservation Act (MIFPA) implementation. Experience must demonstrate:

  • Extensive knowledge of ICWA/MIFPA policies and procedures

  • Experience with policy and procedure analysis, program development, fiscal management and administrative management

  • Advanced written and verbal communication skills

  • Advanced level of human relations with ability to deal with group process and dynamics.

  • Knowledge of Tribal communities and nations and the ability to assess culturally appropriate approaches and creative solutions.

Preferred Qualifications

  • A Bachelor's degree in social work or related field.

  • Previous supervisory experience and knowledge and/or experience around Tribal historical trauma, history and impacts that still currently impact Tribal nations and communities.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
