Job Description

DCS is seeking an Acquisition Program Manager to support the HH-60W Program within the Helicopter Program Office. In this role, you would provide assistance for the acquisition and sustainment of the HH-60W helicopter.

Essential Job Functions:

Must have a thorough knowledge of the DoD acquisition system and the associated program documentation that may be required at any phase of a program's life. The Contractor shall support development of requirements documents to support acquisition and sustainment efforts. The Contractor shall assist in the coordination of resources (financial, management, procurement, engineering, and logistics) and the consolidation of their inputs into common documents. The Contractor shall assist in planning for the accomplishment of various program milestones. The Contractor shall assist the HPO in development of both content and format of acquisition documents IAW Air Force standards.

Apply principles, criteria, procedures, rapid prototyping and fielding authorities of Department of Defense Directive (DoDD) 5000.01 and DoDI 5000.02 as well as the policies and processes of the USAF, Headquarters (HQ) AFMC, AFLCMC/WI to all HPO acquisition tasks. The Contractor shall manage all integration issues that arise from the various reviews, evaluations, and assessments IAW DOoDI 5000.02.

Assist with analyzing and preparing draft recommendations relating to Contractor production changes for Government consideration. The Contractor shall assist with writing, reviewing, and editing program documentation with the goal of ensuring weapon system changes are accurately identified and recorded. The Contractor shall assist with reviewing ECPs and CCPs. The Contractor shall participate in fact-finding and support the Configuration Control Board (CCB) process. The Contractor shall assist in developing acquisition strategies and prepare acquisition documentation/products in support of the HPO programs. Documents may include, but are not limited to, Acquisition Decision Memorandums, Life Cycle Sustainment Plans, Acquisition Strategies, Acquisition Program Baselines, Risk Management Plans, Program Management Reviews (PMRs) and milestone decision briefs.

Assist with performing analysis of problems and issues confirmed by the Government as requiring additional support. Analysis of the problems and issues includes, but is not limited to, identification of potential impacts/risks to programs and mitigation/avoidance strategies.

Assist with the planning for program milestones and reviews. The Contractor shall assist with developing, analyzing and maintaining integrated program schedules and plans throughout the program life-cycle.

Gather program information and conduct analyses as required by the PM and leadership.

Provide strategic advice, technical guidance, detailed analysis, support and assistance with the development of the OEM/Supplier RFP and affiliated documents and briefings, to include assistance with developing and documenting recommended program management inputs for acquisition strategy, Statement of Objectives (SOO), PWS, Sections L and M, CDRLs and related documents prior to RFP release for assigned programs.

Assist with leading/support activities including but not limited to planning meetings/off sites, facilitating meetings/off sites, developing documents, and attending specialized meetings, as required. Support activities shall include developing and disseminating the agenda and slides, opening and setting up the conference room, recording and disseminating action items via electronic mail, and securing the room after the meeting.

Attend and support reviews, audits and working group meetings including, but not limited to, Program Management Reviews (PMRs), Critical Design Reviews (CDRs), Preliminary Design Reviews (PDRs), TIMs, test planning working groups, and test readiness reviews. Support duties may include computer set-up, slide forwarding, documenting minutes/actions/decisions, and other duties as necessary.

Assist with coordinating arrangements, agendas, and briefing materials and record/track program action items and suspenses for events such as meetings, reviews, working groups, and audits. For these events, coordination should occur with functional managers, outside agencies, Contractor personnel, and the program office customers.

Assist with collecting and preparing materials for staff meetings and other programmatic meetings, as required by senior personnel.

Use statistically based risk assessment tools and assist with conducting schedule risk assessments in conjunction with the HPO Integrated Master Schedule (IMS).

Present briefings and assist with developing technical reports to document progress and results.

Provide strategic advice, technical guidance, detailed analysis, and support for documentation. The Contractor shall also assist in the generation, maintenance, and effective practical use within the HPO of the IMS. Demonstrating subject matter expertise on IMS software and logic, the Contractor shall assist Government program managers in using the IMS to analyze logic and risk in the schedule.

Review and analyze guidance to determine key milestones and deliverables required to comply with current acquisition regulations and law.

Support, assist and advise working groups, planning teams and IPTs by preparing and reviewing agendas, coordinating topics and participants, as well as the researching, tracking and closure of action items.

Support and assist with stakeholder communication, to include providing analysis, technical support, and participation during telecoms and meetings.

Collect and analyze data to provide advice and recommend solutions.

Support, assist and advise working groups, planning teams and IPTs by preparing and reviewing agendas, coordinating topics and speakers, researching regulations and policies and tracking and closing action items.

Support and assist with stakeholder communication.

Assist in reviewing detailed specifications, drawings, and supporting documents, evaluating proposals, and presenting conclusions and recommendations.

Support, assist and advise in the development of including, but not limited to the Operational Test Readiness Review and Full Rate Production Decision Review.

Research, collect, organize, and interpret technical data and status relating to program's performance data and metrics. The Contractor shall provide input and assist with requirements definition, scope management, and continual service improvement initiatives. The Contractor shall participate in identifying and coordinating actions across the program team working with assigned administrative, and matrixed acquisition support, financial management, engineering, contracting, configuration and data management, and other staff.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A Bachelor's degree plus 15 years of relevant experience is required with at least 5 years' DoD Acquisition experience.

Requires a Secret security clearance.
